Head that include the conduct of compliance
monitoring, contract administration and
service procurement functions for NLEx,
SCTEx and SFEx. Major tasks comprise the
following: (a) interpretation and resolution
of service contract-related issues for the
Operation and Maintenance (O&M) engagement
with TMC clients such as the Operation and
Maintenance Agreement (OMA) with the Manila
North Tollways Corporation (MNTC) and the
Interim Service Provider (ISP) Contract with
the Bases Conversion and Development
Authority (BCDA), (b) evaluation of contract
price/cost proposals, administration of
programs and close-out of contracts and (c)
the preparation of tender documents for
termed maintenance-related services and
one-off engagements, employment of
negotiation techniques and crafting and
review of effective service agreements.
Initiated and implemented the development of
an electronic system that will effectively
monitor and manage the contract
administration aspect of the department.
Introduced the inclusion of Bid Evaluation
Report in the Department's procurement
procedure, initiated the implementation of
Service Procurement Lead time, developed the
Performance Monitoring System for the
Outsource Service Providers and provide
essential inputs in the updating and
improvement of Department Policies and

300,000,000.00. Main responsibility includes
the management of the subproject procurement
cycle from the preparation of tender
documents, conduct of pre-bid and bidding
process and towards the awarding process of
assigned LGU subprojects. This includes the
review and evaluation of the submitted
Standard Bidding Documents (SBD) and Bid
Evaluation Reports (BER) of LGUs and
provision of technical assistance to LGU
Bids and Awards Committee members for the
preparation of the SBD and BER.
Implement the Sub-Project Loan Agreement
(SPLA) between DOF, LGU and Contractors
which include the overall administration and
supervision of infrastructure subprojects,
from the preparation of the detailed
engineering design until subproject
completion. Subprojects include construction
of hospitals, public market, school
buildings, health centers, seawall and river
protection and development of water supply
systems.

Criteria for Water Supply subprojects
adopted by the LOGOFIND Project.
