SUMMARY OF EXPERIENCE: Mr. Ginsberg has more than 18 years of consulting experience working at high profile Information Technology (IT) programs within U.S. government agencies. His previous consulting positions include assignments as Earned Value Management (EVM) and schedule management leads for the Customs and Border Protection (CBP) ACE Program Management Office, and schedule lead for Navy Marine Corps Intranet (NMCI) and IMS Team Lead for Naval Enterprise Networks (NEN), which is an ACAT I IAM Program. NEN is the largest intranet in the world and the single largest defense IT program. Program Control functional experience specifically includes Project Scheduling and Earned Value Management. Mr. Ginsberg also hasexperience with program governance and oversight of contractor implementation of client solutions. Other customers include the Veterans Affairs Office of Information and Technology, Customs and Border Protection Cargo Systems Program Office, Ballistic Missile Defense Office, as well as the Department of Defense High Performance Computing Modernization Program.

Department of Navy Naval Enterprise Networks (NEN) PMO (PMW-205)
Provided Program Management Support to the PMW-205 Operations Director. Duties include providing oversight of Navy Prime Contractor performance for end user computing and enterprise services projects including iPhone/iPAD solution and other remote access capabilities. Provided project management support in the areas of Program Management Reviews (PMRs) and other project reporting/status meetings. Other program management support included supporting risk management efforts and other general program management briefings and correspondence.
Provided Program Management Support to the ONE-NET CAPT within PMW-205 program office within PEO-EIS. Duties included IMS development management and tracking, risk management tracking and monitoring, and other general program management oversight of the ONE-NET engineering projects being developed in conjunction with SPAWAR Pacific and Navy 10th Fleet.
As Integrated Master Schedule (IMS) team lead, responsibilities included ensuring that the IMS team members were effectively engaged and provided ongoing IMS-related support to Integrated Product Teams (IPTs) as well as managing a team of 4 FTEs. Developed IMS briefings/presentations to the customer as well as supported General Accountability Office (GAO) audits and meetings. Initiated Monthly IMS PMRs. Coordinated and facilitated a program re-baseline of the NEN IMS in August 2010.
Performed as Integrated Master Schedule (IMS) integrator within NGEN program IMS team. As Transition/ Early Transition Activity (ETA) Scheduling Coordinator responsibilities included working with the schedule owners for Transition and 6 ETA projects to ensure implementation of scheduling best practices. Worked with Transition SMEs to manage and maintain schedule content as well as developing new schedules based on change in program direction and strategy.

Provided direction and oversight of the prime contractor on EVM implementation. Performed monthly analysis of Contract Performance Reports (CPRs) to ensure that the prime contractor maintained compliance with ANSI/EIA 748 standards. Led and facilitated Integrated Baseline Reviews (IBRs) and CPR reviews; and provided EVM and IBR training to the Government senior executives, Directors, PMO managers and staff, and contractor project staff. Provided Internal Cost Review (ICR) support, and review of CPR material. Provided leadership and management oversight of DHS Periodic Reports in support of DHS' reporting requirements aligned with the OMB 300 Business Case for the ACE program. Foundation Program Management (FPM) task order within the CSPO, Business Manager
Provided oversight and leadership on the AST's program management execution of the ACE Program. From January 2005 to October 2006, as Master Scheduler and Management Consultant for the CSPO, responsibilities included managing and executing the schedule process and procedures as well as providing acquisition support to the FPM task order. Accomplishments included supporting the Office of Information Technology (OIT) implementation of a MS Project Server solution, by supporting the requirements working group. Management and leadership of ACE Accountability Framework Reporting and DHS Periodic Reports in support of DHS' reporting requirements to the Presidents Management Agenda. Revamped the Contractor Work Breakdown Structure (CWBS) organization and provided training to ACE employees and consultants in the subject areas of Schedule Management, Earned Value Management and Integrated Baseline Reviews.
Cargo Systems Program Office (CSPO), Senior Consultant
Managed the migration of customer schedules from MS Project to enterprise solution application, WorkLenz. Provided training to staff on use of WorkLenz. Produced performance deliverable reports. Assisted the Director and Project Team with oversight of Modernization contractors' activities; performing program control, financial management, and other program management support functions; planning for future releases and other project changes. Provided oversight of the Prime contractors' performance as a Business Manager for the ACE FPM Task Order.
