initiatives.Mr. Gustafson also managed the DOD Test & Evaluation

execution plans, and led a comprehensive survey of T&E legacy AISs.
Additionally, he performed process and AISs assessments, developed
decision
support systems in support of migration system selection, and
recommended
migration systems for the T&E functional activity.He wrote the T&E CIM
migration system implementation guidance and supported development of
process
improvements and AIS developments.Mr. Gustafson worked with the Joint
Program Office (JPO) for T&E, the military departments, and the Office
of the
Under Secretary of Defense (OUSD) for Acquisition & Technology (A&T)
to ensure
that process improvements and migration system development was
consistent with
enterprise integration (EI) requirements.System development concepts

migration system planning were based on transitioning disparate
stand-alone
systems and individual local area networks to an integrated system of
client-
server based solutions

systems (MAISs) under OSD oversight.He reviewed and analyzed source
acquisition documentation (Mission Needs Statements, Operational
Requirements
Documents, Critical Operational Effectiveness Criteria), Test and
Evaluation
Master Plans (TEMPs), detailed Test Plans (TPs), and test reports to
ensure
that developmental test planning, performance criteria, and testing to
support
acquisition milestone decisions.On interoperability issues Mr.
Gustafson
coordinated review and assessment with the Joint Interoperability and
Engineering Office (JIEO) and the Joint Interoperability Test Center
(JITC).
Mr. Gustafson also performed on-site assessments of MAIS test programs
to
assess test program risk and provide recommendations for mid course
correction.In this role Mr. Gustafson worked with the military
services,
military agencies, and the OSD involved in large scale AISs
development
including numerous joint systems being developed in compliance with

As Program Manager, Mr. Gustafson managed several projects including a
contract providing support to U.S. Customs automated information
systems
(AISs) which included software testing, software configuration
management, and
computer-based training support for the Automated Commercial System
and the
Treasury Enforcement Communications System which operated on IBM
mainframes.
Mr. Gustafson also managed several U.S Navy projects including
acquisition
management and engineering of large-scale electronic support
equipment. All of
these projects provided engineering management challenges associated
with
signal processing, command and control systems, embedded processors,
and
information systems.As Deputy Program Manager for the Mine
Countermeasures
Program, Mr. Gustafson managed a 60-person team providing systems
engineering,
acquisition management, logistic support, AIS support, and financial
management support for the acquisition, system integration, test and
evaluation, and life cycle support of 23 combat systems.
Mr. Gustafson also supervised a team of 23 personnel providing systems
engineering, combat systems integration, test and evaluation support,
and
logistics support.Tasks included preparation and review of Test &
Evaluation
Master Plans, developing test requirements, developing test schedules
and
identifying resource requirements.He oversaw development and
management of
systems specifications and program plans, and preparation and review
of
engineering change proposals (ECPs).Mr. Gustafson supported program
reviews,
design reviews, and acquisition review boards.
During his tenure at TAI, Mr. Gustafson served as Systems Integration
Manager
leading program support for the integration of complex combat and
combat
support systems with Ships. He coordinated staging of material and
resolution
of design problem reports and test problem reports.He developed,
reviewed
and processed ECPs in accordance with military specifications
documenting
proposed changes to installation control drawings, specifications and
schedules.
Mr. Gustafson also served as a Senior Engineer and provided systems
engineering, technical, and project management support for combat
systems

deficiencies. Developed technical and logistic support requirements
