Core division business included various Intel / ISR and IW programs (Constant Hawk, Martel, Legacy/Gryphon, etc.) operating in theatre having 150+ deployed personnel overseas, as well as numerous black ops programs. Major accomplishments include:Worked with the CEO and other VPs to orchestrate the highly profitable sale of this private mom and pop corporation to an NY based investment firm, significantly increasing the measures of performance on profit and new business development.Established/formalized, within 18 months, a new BD organization for corporate-wide support and building a $1.3B qualified pipeline tracked in a formalized database capable of being used for revenue projections.Managed and helped transition/redefine corporate Proposal Operations to accommodate a 7-fold increase in annual submissions (20 to 140) to support a 5 year CAGR of 50% by achieving an overall win rate of 87%.

Providing on-site proposal writing leadership for major DOD contracts following the proprietary SM&A successful model. Most significant assignment was bid and proposal for ITT’s Next Generation GPS program worth >$200M (as a sub to Lockheed). Responsible to establish a new wholly owned subsidiary of L3Com called Engility (consisting of over 800 technical staff members) and transform it into a Systems Engineering facility for the SE/TA support on various USAF C4ISR acquisition contracts by retraining all technical employees in Systems Engineering practices and following the standards of the CMMI model and EIA632 specification and their application to project planning and management. Effort centered around the responsibility for the Technical Volume leadership/development of a $500M proposal that was a pure Oral presentation.
