Company co-founder, leading business development initiatives, managing operations, and directing program activities to ensure efficient utilization of personnel and achievement of client goals. Created proposals; conducted presentations to prospective and existing clients; and provided oversight to numerous concurrent projects.

Accomplishments:

* Invited to serve as advisory board member and key planner and executive for Ready Communities Partnership, a program engaged in developing and documenting best practices for response to emergency disasters within first 48 hours of a major event. Participated in exercises and facilitated workshops culminating in a best practices blueprint and a national congress on ready communities held in Washington, D.C. with Director of Homeland Security, members of Congress, the Director of FEMA, and other principal Assistant Secretaries of DHS serving as keynote speakers and participants.

* Identified a national need, and directed and developed a training and exercise program for improvised explosive devices in a passenger rail environment and hazardous material response in urban areas, culminating in the only full-field interagency response exercise for these types of disasters. FBI-NATIONAL JOINT TERRORISM TASK FORCE, McLean, Virginia 05/2003 - 08/2012

Serving as point of fusion for information and intelligence for Counterterrorism Division, task force is comprised of representatives from 48 government agencies, and is responsible for management and oversight of 106 Joint Terrorism Task Forces across the country with 5000+ law enforcement, intelligence and support personnel.

Subject Matter Expert

Subject matter expert for Department of Defense and Special Operations capabilities to support FBI`s counterterrorism mission. Wrote policies and authored position and white papers for upper management on numerous topics including cost saving initiatives and recommendations regarding reorganization. Reviewed intelligence information to identify process gaps and develop and implement corrective solutions. Coordinated and eliminated barriers to effective information sharing; assisted in active case investigations, prepared briefings; created security plans; and provided security for national events. Developed exercise curriculum for major exercises, and hosted working groups across government sector on numerous topics including vulnerability assessment methodologies, information sharing, public private partnerships, and intelligence issues.

Accomplishments:

* Identified key shortfall in disparate attempts to synchronize threat information in transportation sector. Proposed consolidation of all transportation efforts under NJTTF umbrella via position paper and study called "closing the gaps" presented to and approved by Executive Assistant Director of FBI. Efforts resulted in creation of formalized programs for maritime, rail, and aviation liaison agents. Gaining recognition as a successful key program, individual programs coordinate and consolidate all threat information within their respective domains and funnel information to dedicated air, rail or maritime liaison agents at the 106 Joint Terrorism task forces throughout the nation.

* Team lead and creator of first Operation Tripwire team, formed to identify likely threat mechanisms from terrorist organizations based on intelligence. Generated and distributed suspicious indicators of planning activity to vulnerable public agencies and organizations.

* Planned, designed, wrote and received approval from Deputy Assistant Director of FBI for NJTTF`s Crisis Response Plan, setting out policies, processes and procedures for continuity of operations in the event of a natural or man-made catastrophic disaster.

* Researched, designed, drafted and gained approval by Executive Assistant Director for Memorandums of Understanding for all external organizations operating nationally on Joint Terrorism Task Force Program. Memorandums set forth roles and responsibilities of each organization and assigned personnel in terms of training, educational requirements, funding, daily responsibilities, liabilities, duration of assignment, levels of authority, and numerous other requirements. Memorandums are now required documents for outside personnel assigned to the 2500+ member task forces.

U.S. SPECIAL OPERATIONS COMMAND - CAMPAIGN SUPPORT GROUP, Tampa, FL 05/2002 - 05/2003

Start up organization directed by Secretary of Defense to develop strategic Plan on Global War on Terror. Instituted in 2002 and comprised of six primary staff members, group grew to 172 people, consisting of strategic planners, intelligence analysts, and support staff engaged in IT, HR, Budget and administration activities.

Chief of Staff

Recruited as one of original members to assemble, develop and manage entire staff. Authored position descriptions for military and civilian personnel; recruited and hired personnel; and directed planning activities for all tasks requested by Secretary of Defense, including strategies and documents. Created and administered budget; managed and directed IT procurement and set up; oversaw facilities building; and managed security accreditation activities. Prepared and assisted in briefings to upper cabinet officials, including the Vice President, Secretary of Defense, and principal assistants of the State Department. Initially organized under Joint Special Operations Command at Fort Bragg, group transferred under Special Operations Command at MacDill Air Force Base in Tampa when Unified Campaign Plan designated Special Operations Command as the lead for the War on Terror for DoD in 2003.

Accomplishments:

* Obtained the necessary financial resources to hire staff, build office structure, and provide necessary IT capabilities across five separate DoD IT environments.

* Upon notification of transfer to Tampa, took charge of creating new security building capable of housing 170+ people and accredited to the highest security standards. Operating on a $16M budget, the entire construction project from bare ground to full accreditation was accomplished in six weeks.

* Successfully managed and oversaw the staff planning process to ensure that the national strategic policy and plan documents were created, staffed, and submitted for approval under extremely compressed time schedules. Typical daily requests from Pentagon averaged in the area of 20-30 required responses.

UNITED STATES MARINE CORPS 1980 - 2004

Military Judge - Camp Lejeune (07/1999 - 05/2002)

Military Judges are certified Federal Criminal Judges of limited military jurisdiction pursuant to Article 1 Section 8 of the Constitution of the United States, and hand selected by current sitting judges due to capabilities, experience and knowledge as trial attorneys and are required to pass formal training and an examination before being qualified to sit on the bench.

Presided over 300 trials for serious offenses of murder, rape, child abuse, drug distribution, kidnapping, and bank robbery. As Circuit`s docketing judge, docketed schedules and cases for all six judges, and tracked progress and dispositions of cases. Also served as training judge, accountable for training all practicing trial and defense counsel on rules of evidence and procedure and trial advocacy skills.

Accomplishments:

* Selected to serve as adjunct instructor at National Judicial College in Reno, Nevada, the nation's only accredited training facility where all federal and state judges receive continuing education and certification to try capital cases.

* Adjunct instructor at Military Department's (Army, Navy, Air Force) basic law schools for new lawyers in areas of evidence, advanced evidence, and trial advocacy.

* Never reversed on appeal.
