As a network consultant for the development of a data warehousing application with an International

Global network, he established and maintained systems that allowed the sharing of all route pricing

tariffs among all airlines. Network design was provided for OS2, NT, W95, Win3x, and Novell clients.

He provided: TCPIP network design including routers and IBM Mainframe connectivity; application

design in DB2, CAE, and F&T; and asynchronous dialup design in Shiva and IBM 8235 platforms.

ICF Kaiser, Fairfax, VA - Senior Network EngineerApril 1996 to July 1997

As a

Senior Network Engineer, Mr. Adkins reported to the ICF Kaiser Chief Information Officer. He

delivered 5 year plans to update Global Network supporting 50 domestic and 25 international offices.

He developed upgraded LAN topology plans changing from a bridged token ring environment to a

switched token ring collapsed backbone topology. He was the primary point of contact for Perot Systems

and KPMG in developing a corporate CIM plan. Designed and implemented Network Security Plan to

allow Internet access to internal, secure intranets. Managed E-mail Administrator and CIM Security

Officer and seven Help Desk personnel. Designed and implemented Proxy Server with Reverse Proxy

system and Certificate Server Encryption system to provide secure access to Internet resources.

Developed and managed Shiva Asynchronous and ISDN dialup platforms. Implemented RAS, Proxy,

WINS, and DNS servers. Provided level 3 support to Help Desk. Managed Help Desk support staff and

As a Consultant, he designed a Wide Area Network and conceptual design of a revenue analysis

application. This design incorporated a customized operating system and development of a statistical

analysis database. Telecommunications systems were integrated with current data processing systems

to develop a revenue tracking and analysis tool. The resulting software was self-copyrighted (by me)

under the name of TTools and is used by many executives within this organization to analyze specific

client revenue. Recruitment and management of the project team. Intensive application programming

As a Consultant, he interviewed client executives, ADP staff, and conducted site survey to gain

information needed to design, install and train system administrator for an OS/2 LAN Manager Local

area network with 3270 connectivity. Implemented LAN and configured application software.

Negotiated with Long Distance Carriers for Affinity program.

Computer Information Specialists Inc

Mr. Adkins served as a Consulting Engineer in the design, installation, and trouble resolution of a very

large Token Ring network. Design included 3270 connectivity, X.400 gateways, Asynchronous modem

pools, network management system, on-line archival systems and support database. This system was a

2500 workstation pilot project for a subsequent 25,000 node network. This project required site

surveys and extensive review of client goals and existing legacy systems and procedures. Delivered a

3-year integration plan to assist customer in reaching office automation goals and connectivity to

existing and subsequent systems.

Computer Information Specialists Inc

As Consultant, he analyzed customer need for enterprise wide data and voice communications. Designed

a campus WAN for Loyola College. Design consisted of bridging several existing LANs and allowing

connectivity to DEC mini-computers. This system utilized existing twisted pair wiring in each dormitory

room to give access to the WAN. A comprehensive billing and tracking system was included. Remote

communications to other off-campus systems was included.

Martin, Geers, and Associates

May 1989 to September 1991

As Senior Systems Engineer

to an IBM Business Partner, recruited, trained and managed 25

telecommunications and systems engineers. This group was responsible for the design, installation and

support of several dozen LANs covering nearly all topologies and operating systems. Because we were

IBM Business Partners, most systems also had connectivity to mini or mainframe systems. Responsible

for all customer support issues and designed a support system to manage telephone, remote dialup, and

on-site support. Worked as project director for three wide area networks during this same period. As

primary marketing support engineer on all accounts with connectivity and communication issues,

responsibility included the conduct of client interviews, site surveys, and systems analysis to provide

conceptual and detail design to clients and to manage implementation. Provided systems engineering for

all installations of AS/400 and other IBM midrange systems. Provided communication engineering

design for all midrange, LAN, and desktop systems. Workstation engineering for IBM PC and compatible

systems in standalone or connectivity environments. Directed and assisted applications programming

group using Clarion, dBase, and Foxbase to create multi-user custom applications. Provided conceptual

analysis to programmers and insured that developed products met specific customer goals.

United Way of the Greater Dayton Area

September 1987 to April 1989

As Information Systems Supervisor, he managed a team of data entry, word processing, and volunteer

audit personnel. Supervised daily operation of an IBM System 36 with 60 end users. Provided technical

assistance to approximately 120 micro-computer end users while maintaining a system of more than 80

microcomputers and peripheral equipment. Served as technical advisor to senior management and

provided long range forecasts and analysis of micro computer developments and enhancements.

Assisted other United Way affiliated agencies when necessary. Instituted an in house maintenance

program that held annual microcomputer repair costs to less than 10f the value of the installed base.

Solely responsible for the planning, design, implementation, and administration of a large Novell Token

Ring Local Area Network. This required an analysis of enterprise-wide inter-department

communications and ADP requirements. Instituted an in-house training program for all United Way

employees that included instruction in DOS, dBase, Multimate, Lotus, and custom applications. Designed

and instituted an in-house Help Desk to aid all microcomputer and mini-computer users and affiliated

agencies. Supported NCR local area network customers. Converted a very large dBase application from

single user to multi-user supporting network compatibility. Served as Interim MIS Manager during an

extensive leave of absence by corporate management.
