Senior Litigation Counsel/Special Assistant to the Chair, April 1995 to June 1997
Litigation in state and federal courts. Advice to courts, agency staff, and other
criminal
justice agencies on sentencing matters. Co-Leader, Public Safety Regulation Review
Team implementing Governor's Executive Order 384 (review of all agency regulations
and sunsetting of all unnecessary regulations).

Drafted the Parole Unification Act (St. 1980, c. 155). Litigated Durham v. Parole Board,

defendants (St. 1991, c.488); modernizing the Medical Examiner system (St. 1992, c.

Assistant Secretary/General Counsel, 1989-1990
In addition to General Counsel duties, oversaw policy and budget of four agencies within
the Secretariat (Criminal History Systems Board, Office of the Chief Medical Examiner,
Board of Building Regulations and Standards, Architectural Access Board). Served in
lieu of the Secretary of Public Safety as chair of the Criminal History Systems Board and
at other public functions.
Acting Secretary of Public Safety, January 1991
Appointed by Governor Weld to oversee $130m Secretariat budget and policy of all 21
public safety agencies. Advised Governor on public safety issues. Coordinated response
to public safety emergencies. Worked with state and local elected officials and
administrators and with private sector to carry out Secretariat goals and objectives.
Governor's Statewide Anti-Crime Council, Staff Member, 1983 (on loan from Parole
Board)
Duties included devising Council structure, shaping agenda of Committee on Sentencing
and Corrections (with particular emphasis on prison overcrowding and sentencing
reform), and drafting proposed legislation.

Edited and rewrote portions of the CAC's Manual of Standards for Adult Parole
Authorities and Manual of Standards for Adult Probation and Parole Field Services.

Filed case of Rodwell v. Ralph in the U.S. District Court. This case led to the enactment
in 1980 of the Parole Unification Act, which created a unified statewide parole system
and abolished the former county parole system.
Emergency Adjustment Service to Ex-Offenders (EASE, Inc.), Lowell, MA (now
defunct)
Executive Director, 1974-1975
Administered a Comprehensive Employment Training Act contract between EASE and
the City of Lowell for employment and other services to Lowell-area ex-offenders.
Selected, trained, and supervised EASE staff. Prepared grant applications. Provided
direct
personal and vocational counseling and legal services to clients.
