Work Engineering Consultant / Operations Manager Contractor
Experience El Deseo B.V., Netherlands Antilles (Cura ao)
May 2008-
September 2009
El Deseo B.V manages two private-owned lotteries in the
island of Cura ao.
I recently provided process re-engineering in a
non-manufacturing setting. I performed a time and
motion study to create the standard operating procedures
for the employees of the main branch. Trained employees
in the new standardized operating procedures to
maximize efficiency and eliminate wastes in time,
transportation, costs, and processing. This
re-engineered process was done by using some lean tools;
two operating cells were created for the centralized
operations, and the implementation of 5s technique to
keep a work station organized, clean, and accessible.
The inventory previously controlled by pushed system was
changed to pull system, so the re-stock orders are done
just in time; rather than having a full room full of
supplies; the space was also maximized. Waiting time was
eliminated by training all employees in multifaceted
tasks; due to cultural issues, the operations were
affected by unreliable personnel. By enlarging the
scope of employment of each employee and rotating them
in their operations; they gained a better understanding
of cross functional activities, resulting in completing
tasks on time regardless of no-shows.
The company had a previous operation that performed the
daily data entry of all the numbers sold; about 80,000
characters. I re-engineered the operation by eliminating
the data entry of all the numbers sold (activity that
took 10 hours to a single employee overnight). Now, the
winning numbers are highlighted, and only doing the data
entry of the winning numbers. The scrutinizing process
only takes 2 two hours in the morning; the third shift
was eliminated. The data entry now takes only 45 minutes
in average; the errors for data entry were greatly
reduced. Information, data storage and management were
maximized.
The facility layout was improved minimizing unnecessary
motion of employees. A full security design was created,
implemented, and tested to minimize robbery risks, and
to monitor employee performance outside of the main
branch. Small automated equipment was purchased to
reduce time in processing and to enhance ergonomic
efforts (i.e., stapling 100 times all books; now
employees do not complain about a hand pain after work).

Continuous improvement project; performed a time study January 2008-
for the different automated and manual processes, May 2008

process). Create standard work procedures/work
instructions and use lean tools such as waste
elimination of scrap and defective products, and suggest
improvements to reduce variation in the process.
Document the project results and report to the
continuous improvement manager.
