April 12, 2010 to present: Senior Coatings Inspector, Greenman-Pedersen
Inc. Coating Inspector for Vermont Agency of Transportation (VAOT), bridge
construction projects.
July 28, 2009 to October 15, 2009: Burns and Roe Enterprises, Los Alamos,
NM: Principal Engineer for projects at Los Alamos National Lab. I created
Field Change Requests (FCRs) for designs to upgrade T-50, the Radiological
Waste Treatment Plant.
January 2, 2007 to June 26, 2009: General Electric Company: GE Energy, ITO
Contract Manager. I created subcontracts for major (up to $1Billion) power
projects. I volunteered to update all GE Coating Specifications to include
Physical Property requirements, Corrosion Resistance requirements, Design
Basis and Quality Control requirements. This effort was expanded to
include ISO standards and physical property requirements for a 15-20 year
service life.
June 1993 - January 2007: Knolls Atomic Power Lab (Lockheed-Martin):
Project Leadership and cradle to grave management of a multi-disciplined
project team to execute major capital projects, facilities projects and
task order subcontracts. Managed or performed all project aspects
including conceptual development, funding cost estimate, preliminary and
final design, technical approvals, procurement, engineering and
construction contracts and administration, detailed cost estimating,
changes, budget, scheduling, integration, construction, inspection,
commissioning and financial management.
Projects include hazardous waste remediation, landfill closures, petroleum
cleanups, petroleum and chemical tank replacements, secondary containment
for chemicals and petroleum products, fueling facilities, hazardous waste
handling and processing facilities, radiological waste handling facilities
constructed to NQA-1, numerous office, training area and process area
renovations, nuclear submarine prototype repairs and mods, specialty
coating specifications and applications including potable water storage
tanks, chemical storage tanks, and naval (submarine) critical coatings.
Also, there were utility renovations, major concrete repairs utilizing
crystallizing sealers, soil remediation and sanitary waste treatment plant
upgrades, building renovations and new buildings.
At the Kesselring Site, as an ancillary duty, I was the Stormwater
Management professional responsible for managing the soil disposal area.
I performed the design, specifications, cost estimating, contract
negotiations and management, addendums, change orders, field oversight and
inspections for all of my projects from conceptual design to commissioning.
I grew my extensive individual development plan into becoming the KAPL
coatings/corrosion expert. Patent Awarded 2003 for Radiological pump
station.
July 1989 - June 1993: Knolls Atomic Power Lab (General Electric Co):
Project Engineer for facility projects (see above). I managed concept,
design and construction of facilities projects. I had direct
responsibility for cost, design and construction contracts.
May 1978 - July 1989: General Electric Company, Real Estate and
Construction Operation: Resident Manager/Project Engineer for chemical
process plant expansions and major grass roots process plants worldwide (GE
Plastics). I managed design and construction of major corporate projects
nationally and internationally, including chemical plants (up to $350MM),
corporate headquarters ($50MM), manufacturing plant expansions ($2MM -
$25MM). I was also responsible for assigned projects including soil
remediation, tank closures, major chemical process waste treatment plant,
business headquarters office bldgs and facilities and manufacturing plants.
My responsibilities included construction management, contract management,
change orders, cost estimating, contract and change order negotiation,
project cost and schedule. As Project Engineer, I developed the project
scope (outline specification) and cost, selected engineering firms and
managed the A/E and construction project cost from cradle to grave. I
performed weekly and bi weekly A/E reviews to review technical details and
specifications, assess progress, technical quality and cost. Projects
included GE Silicones, Waterford, NY, GE Plastics, Selkirk, NY, Pittsfield,
MA, Mt Vernon, IN, Burkville, AL, and Bergen Op Zoom, Holland. I was
Project Engineer for major expansions for GE Specialty Materials in
Columbus, OH and Ireland, and GE Medical Systems in Waukesha, WI and Hino,
Japan.
I worked on the negotiating team for numerous process plant contract
negotiations (demonstrated cost estimating and negotiation skills). I
documented cost saving of tens of millions of dollars.
August 1976 - May 1978: Malcolm Pirnie Inc, Env Engineering: Project
Engineer for design and construction of environmental facilities (Saratoga
County Sewer District), gravity and pressure sanitary sewers and pumping
stations.
November 1973 - August 1976: Harnish and Lookup Env Engineers,
Environmental Project Engineer for design and construction of sanitary
sewers, pumping stations and waste treatment facilities (municipal and
industrial) in western New York State.
June 1972 - November, 1973: Ontario Pipeline, construction of sanitary
sewers and pumping stations: Field Engineer performing all layout and
grades for pipe installation. I calculated all quantities for record,
compiled change orders and performed all cost estimates.
June - August 1971: TH Madden Const, Layout surveys, laborer and equipment
operator for dredging projects and highway projects in the Utica and
Herkimer areas.
