Vice President & GM, Technical Services Division
The Technical Services Division provides technical support and services; including logistics
support, software development, tactical operational support, and threat systems development
and analyses for the Intelligence, Satellite Communications, and Reconnaissance
communities. Mnemonics is a 27-year-old aerospace and communications firm headquartered
in Melbourne, Florida. TSD was the smallest of the three divisions that constitute Mnemonics,
when I assumed leadership; it is now the largest and most profitable; and expanding into the
new arenas through major new contracts for the CENSUS Department; supporting Tactical
Reconnaissance, Tactical Intelligence and related arenas. Recent efforts have culminated in
three new client areas, expansion of support to existing clients, and a major new area for DOD
Special Operations Intelligence Display Software development, NSA systems analysis and
conceptualization, Maritime Domain Awareness systems and analytical support for the
Department of Homeland Security, Office of Naval Intelligence (ONI) software for threat
analysis, NRO Reconnaissance Systems Software Development and Testing, and Maritime
Domain Common Intelligence Picture (CIP) requirements definition and systems
modification/upgrades (for ONI and ODNI). Responsible for P&L, growth, personnel and
staffing, technical & contract performance, Quality Management through ISO-9000 and CMMI
Level 3, undertaking the business development and marketing, proposal development,
contracts, organization, client relations and facilities.
2003 – 2004 MicroLink
Vice President of Government Services
Developed, managed and oversaw all Government IT and Telecommunications business.
Established, staffed, and operated a business development & sales organization targeting the
US Government. Additionally, provide strategic and operational direction to the firm’s marketing
and business development efforts for Government business development. Develop and
implement procedures and contacts to identify, qualify and effect closure on new business.
Business that I was personally responsible for include:
• National Security Agency’s NSETS [NSA Systems Engineering and Technical Support]
contract;
• A subcontract from Computer Sciences Corporation for the largest
Telecommunications/IT technical support effort ever for an intelligence agency [Project
GROUNDBREAKER for the National Security Agency];
• Subcontract from CACI under the National Security Agency ATLAS contract;
• Significant sole source counter-terrorism work from an intelligence agency – Maritime
Domain Intelligence Analysis, on a 24/7 basis, for Homeland Defense;
• Sole source intelligence studies for the Office of Naval intelligence Subcontract
2000 – 2002 CENCOR/Dynamics Research Corporation
Vice President of Business Development
Oversaw the development of business development and marketing plans and objectives;
planned and initiated marketing approaches and campaigns; with emphasis on the US
Government and affiliated firms. Developed and implemented procedures and contacts to
identify, qualify and effect closure on new business. Acted as Capture Manager; established
procedures and staffing for capture management and proposal development; mentored
assigned personnel. Identified firms for and developed marketing and technology partnerships,
joint ventures, and strategic alliances. Increase company business by some 85%.
• On the team for the largest Telecommunications/IT services contract for the
Department of Defense [the Navy Marine Corps Intranet, "NMCI" for EDS -- possibly
the largest Federal infrastructure effort ever];
• Some $10 Million/Year of IT technical support for the in Department of Defense C4ISR;
• Developed the Virtual Private Network [VPN] for a Naval Civil Engineering activity;
• A subcontract in professional Telecommunications & IT services for the Defense
Information Systems Agency [a nine-year contract; subcontract from SAIC];

Formed and operated a professional services consulting practice which undertakes specialized
consulting in the technology, marketing and information systems arenas. Examples of projects
successfully undertaken include:
• Technical and Business Development support for SAIC in ERP, Logistics Systems
Migration and Systems Development for the Army Logistics community and Defense
Logistics Agency.
• Positioning one firm in becoming the major contractor to an intelligence agency in
Homeland Defense;
• Positioning one of the “Big Four” accounting firms to become the major subcontractor to
IBM on the Department of Defense Financial Architecture contract – a contract
necessitating expertise from the initial requirements definition through system installation
and cut-over;
• Technical, Management and Acquisition Planning Support for the Office of Secretary of
Defense (OSD) Program Manager (PM) for the development of the Tri-Service medical
Corporate Executive Information System (CEIS). CEIS is the largest, at some $631 Million,
medical Executive Information System/Decision Support System developed, to date, within
the U.S. Government or Commercially.
• Technical support for the Applied Physics Laboratory/The Johns Hopkins University in the
development and testing of a Telemedicine test bed providing medical information and

diagnostics to remote sites.
• Marketing support for two [one small and one large] Information Technology and one
Aerospace firm in furthering their marketing efforts within the DOD, C 2 and Intelligence
communities. Efforts include developing marketing plans, implementation plans, monitoring
efforts and successes.
• Telecommunications Planning, Technical and Management support for The Massachusetts
Institute of Technology Research & Engineering Corporation [MITRE] in Systems
Engineering Acquisition Support for air traffic management systems; including: (1)
solicitation development for the new Chubu, Japan International Airport
Telecommunications and Information Systems [TIS] system; and (2) testing methodologies
and business planning for the Peoples Republic of China for the new Shanghai-Pudong
