Mr. Baker has over 25 years of program/project business development and management experience (IDIQ,

Sr. Program Management General Dynamics Advanced Imagery Systems 2011 to 2012
General Dynamics Advanced Information Systems' Sr. Program Manager managing the Advanced
Technical Exploitation Program (ATEP) IDIQ contract; one of National Air and Space Intelligence
Center's (NASIC) three awardees. Efforts are in direct support of national priorities, including the
Overseas Contingency Operations and missile defense. Task order driven contract. Tasks provide various
technical services, around-the-clock intelligence analysis, software development, engineering, physics
expertise, and sensor exploitation research and development of space-based and airborne sensor data.
Redesigned the PMO into a Project Portfolio and Proposal management structure developing new
efficiencies increasing program’s overall effectiveness. Developed capture strategies to effectively
respond and win a large percentage of over 70+ RFPs each year. Most task orders are re-competed each
year creating a complex and dynamic environment, very high op-tempo. Establish risk identification,
risk containment, and mitigation techniques to reduce operational/financial impact to program and
senior management goals. Full responsibility for P&L. Established a win record of 74%, $26 million
(up from previous $23M) annually and growing. Mr. Baker exceeded financial plan for sales by 26% in
8 months. Types of task orders are T&M, CPFF, FFP, etc. Managed 21-24 projects. Software
development task orders use the AGILE methodology. Submit 40-50 proposals a year.

Owner operator of a small Native American owned consulting business. Provided Senior Executive
consulting Services to prime DoD contractor companies in the following areas: designing and creating

PMOs, program management methodologies, assisting in business development capture management,
risk management techniques, proposal preparation and management, strategic advice, pricing and
teaming assistance. Provided subject matter expertise and knowledge for large government IDIQ
opportunities. Assisted in developing opportunity strategies and preparation from pre-RFP through bid
cycle and post award start-up assistance. Assisted in developing strategies to help Small Businesses’
meet challenges and achieve success in the market, aided in establishing realistic goals. Produced PMO
Management, Portfolio, Quality, Security, and Program Management Plans. Wrote business plans.
VP/Business Process and Development Mission1st Group, Sierra Vista, AZ 2008 to 2009
VP Responsible for business development, capture management execution and process building.
Increased orders by 7 million dollars in new revenue within one year from a 17 million dollar baseline.
Principal efforts were focused in building and establishing a viable business capture process that
identified and led to successful captures. Designed a PMO (Project Portfolio Management) structure
and associated processes. Authored a PM handbook, Risk Management handbook, and company’s
business plan for pursuing new business and developed numerous processes for ISO 9000, CMMI
certifications. Provided the company’s senior capture management for major thrust bid efforts including
costing and pricing; created the business processes for Bid and Proposal activities. Led and produced
numerous technical responses to government RFPs.
VP/PM NCI Information Systems, Sierra Vista, AZ 2004 – 2008
VP over operations and business development in the US Southwest. Led the successful capture and
acquisition of TEIS 2 ($802M IDIQ); also managed the contract. The TEIS2 contract is an important
staff augmentation effort to the Army in support of its worldwide Information System engineering
services responsibility. Designed, implemented, and managed a robust Project Portfolio Management
PMO, created a highly successful proposal management process, a “10 day turnaround proposal mill”.
Note: Contractually, a viable response was required for all RFPs (over 100 RFPs issued per annum).
Captured $180 million worth of task orders with a $120M in options (total $300M) over three years.
Managed 30+ projects simultaneously some of which were OCONUS, approximately 250-300
personnel. Bid, won and provided the PM duties for the Army Golden Master (AGM) contract which
provides the US Army its standard desktop O/S, applications and related server software. Integrated
Microsoft, Dell, HP, Gateway, IBM, Army/DoD security policies and other entities to provide a stable
secure software load on the Army’s computing desktops. Executive capture manager for numerous other
major thrust programs, $100M+. Led technical portion of the successful capture for ITES 2, a $20B
IDIQ. Executive PM duties included developing budgets, creating pricing models, corporate level briefs
to senior management, developing business, planning strategies, subcontract negotiations, providing
personnel staffing methods, meeting revenue goals, budgetary projections and full responsibility for
P&L.
Sr. Technical Director/PM CSC, Sierra Vista, AZ 2002-2004
Sr. Technical Director for South West Area responsible for increasing CSC's business presence, provided
technical direction for numerous IDIQ contracts as well as providing on site leadership to
underperforming projects. Reported directly to the General Manager; led and provided IT strategic,
technical assistance and business capture development duties for major thrusts including proposal
efforts. Provided technical and project management guidance to such programs as the Army Land
Warrior Program. Instituted a portfolio methodology to manage local IT contracts and projects. Led
business development and capture efforts resulting in the winning and managing the NETCOM/ESTA
contract, a $50 million value. Exceeded assigned goals in winning new business and follow on
contracts. Designed the Land Mobile Radio Architecture for deployment into Iraq. Designed C4ISP and

C4ISR (DoDAF) architecture products for Kuwait Iraq Command, Control, Communications and
Computers (C4) Commercialization (KICC) and Installation Information Infrastructure Modernization
Program (I3MP) as well as other tasks assigned in different parts of the Army. Revived the stalled test
program for Land Warrior Program and repaired the customer relationship with government program
management and engineers. Captured, provided the software bundling design, wrote the business plan
and served as PM for the initial Army Golden Master (AGM) software program.
CSM Army National Guard, AZ 1997 –
2008
Command Sergeant Major for the AZ National Guard Joint Task Force. (Concurrent Employment in the
Arizona National Guard, Joint). Worked with General Staff and provides direction for enlisted
personnel. Served as the senior advisor on enlisted matters to General. Provided designs and
implementation for mobile communications in support of emergency operations and "Fly-away"
Packages. Provided the strategic planning for the advent of a pandemic outbreak (Bird-Flu). Deployed
by order of President from Mar 1999 – Feb 2000. Served as Task Force Falcon (Rear) G6, 1st Infantry
Division at Camp Able Sentry (CAS), Skopje Macedonia and assisted G6 forward in Camp Bonsteel
Kosovo. Responsible for all telecommunications, IT and computer networks at Camp Able Sentry
(CAS) including the links to USA, Europe, Kosovo, NATO, and the UN. Implemented a trouble desk
and trained the staff to maintain the ADPE and networks at CAS. Implemented a television cable
network that carried the Armed Forces Radio and Television Network (AFRTN). Supervised the
operational capability of elements belonging to the 7th, 44th and the 72nd Sig BDEs. Provided
communications services for all units passing through the Intermediate Supply Base CAS to Kosovo.
Designed an RF Motorola radio network to support tactical contingencies from CAS in Macedonia and
provide coverage for convoys to Kosovo. Developed the Communications Security (ComSec) plan.
Assisted in the design of the Tactical Operations Center (TOC) briefing facility for US Army operations
in Kosovo. Additional duties included supporting and directing Base Operational Duties as part of the
General’s staff at Camp Able Sentry.
PM/Principle Architect/Engineer Signal Corporation, Sierra Vista, AZ 2001-2002
Architecture Critical Skills Expert (CSE) for US Army Information Systems Engineering Command
(ISEC). Provided oversight and development/design as needed for all IT/Systems Architectures across
all ISEC (worldwide command) engineering projects. Confirmed Architecture integrity and compliance
with Army and DoD regulations, projects including Army Knowledge Management (AKM) and Army
Knowledge Online (AKO) projects. Developed the information systems architecture for Army Systems
Command (ASC) Network Operations (NetOps) project as part of the original Network Engineering and
Telecommunications Command (NETCOM) standup. Assisted the PEO STAMIS PM in the
development of the AKO architecture and the Military District of Washington pilot for server W2K and
E2K consolidation. Assisted with AKO content and access architecture. Led numerous projects.
Sr. Technical Director/PM CSC, Sierra Vista, AZ 1997 – 2001
Provided general technical expertise, direct support and program managerial oversight on various
contracts as a Business and Technical Director. Chief problem solver assigned “at large” for CSC’s
