A business development company specifically focused on two projects: the creation of a high tech fluorine
chemical manufacturing facility in Tomsk, Siberian Region, Russian Federation, utilizing privatized Russian
nuclear fuel production assets; and secondly, creation of a manufacturing program in Russia to produce muon
drift tubes (MDT’s) for use in tomography systems to detect and identify High Z radiological materials.

Russian Federal Agency Atomic Energy) for the construction of a $25 Mil Nitrogen Trifluoride plant.
Secured a three year $12 Mil take or pay agreement with BOC Group to baseload the NF3 plant.
Secured first order for a prototype MDT system utilizing Muon Tomography to detect and identify
radiographic materials concealed in bulk shipping containers.
TRI CHEMICAL SYSTEMS, Modesto, CA 2001 2002
Chemical manufacturing joint venture between Tri Chemical Laboratories, Japan, and CS Clean
Systems, Germany, for the production of advanced CVD chemicals for semiconductor
manufacturing.
Interim President, Turnaround Manager
Recruited by the owners to replace the existing (expat) manager and complete the construction and startup of a
behind schedule $8.5 Mil high purity chemical production facility in Modesto, CA.
Reassigned /replaced personnel in key positions; hired an experienced Ph.D. chemist with in depth
process development and startup experience, and a QA / Safety manager with expert knowledge of
industry QA protocols. Implemented a TQM program and initiated first steps to ISO certification.
Scaled back the chemical program to focus on two products, dropping two others and thus eliminating
$1.3 Mil from the capital program and reducing the first year operating budget by $210 K. (~15%).
Restore relations with the distributor partner, Air Liquide, and the primary customers, Intel and Texas
Instruments by gaining their support and agreement with a revised startup and qualification plan.
