Statistical Analysis and Research Design
• taught “Quantitative Sociological Analysis” (social statistics) approximately ten semesters in
Sociology Department at Colorado State University;
• managed Wyoming Cancer Surveillance program; conducted statistical analysis of state-wide cancer
data including age-adjusted rates by county, state, and national calculations; prepared statistical
reports for internal and external stakeholders;
• 15-20 years experience in computer data analysis using SPSS as relational database and analysis
program, including chart building; ESRI-trained in data integration of quantitative and qualitative
data using geographic information system (GIS) software;
• designed, compiled, and provided detailed statistical reports for various agencies, including public
health, public safety, and numerous social and community projects; specific areas of interest
included community health status, crime statistics, internal manpower analysis, and organizational
readiness;
• presented comprehensive analysis to city council concerning the secondary impact of “sexually-

Public Safety Planning and Analysis
• designed and conducted comprehensive workload analysis for all units in mid-sized municipal
police department, evaluating workload demand and resources for effective and efficient allocation;
• designed and conducted “organizational assessment” in mid-sized municipal police department to
determine organizational qualities, leadership styles, communication issues, morale factors, and
approaches to decision-making and policy-formation;
• designed and conducted “organizational readiness” survey in mid-size municipal police department
in order to identify willingness and capability of implementing “community policing”;

• designed and conducted statistical evaluation plan in order to facilitate the modification of patrol
beat boundaries according to call-load and criminal activity demand;
• designed, conducted, and analyzed public safety and police services surveys in three Colorado
communities;
• prepared and resented comprehensive analysis to city council concerning the impact of “sexually-
oriented businesses” on community’s quality-of-life;
• designed and conducted cost-benefit analysis of “take-home car plan” vs. “fleet plan” arrangement
for patrol car use in mid-size municipal police department;
• conducted ongoing research, “walk-in requests” and data analysis for all units in mid-size municipal
police department;
• introduced geographic information systems (GIS) to department as part of an action plan to establish
a new crime analysis unit in mid-size municipal police department;
• constructed and maintained operational database of 30 years of Federal Bureau of Investigation
Uniform Crime Report data for mid-size municipal police department;
• designed and implemented strategic planning process in mid-size municipal police department,
including both internal and external organizational assessments.
Program Evaluation and Measurement
• provided technical assistance and evaluation planning consultation to federal AmeriCorps program
grantees in various national community programs, including education, public safety, human needs,
and the environment;
• contributed an evaluation research component to newly-formed Northern Colorado public health
district, seeking to establish evaluation protocols for community health status initiatives;
• developed goals and objectives for crime analysis unit of municipal police department, as well as
evaluation standards for restorative justice and police bike programs in mid-size municipal police
department.
Public Health Research and Community Health Status Assessment
• designed and implemented several community- and county-wide questionnaire surveys for health,
risk perception, quality-of-life, public safety, community satisfaction, and client and provider
patterns in relation to health and human services delivery systems, and worked collaboratively on
several others;
• facilitated and convened focus groups for various segments of several Northern Colorado
communities to complement quantitative data from health status assessment surveys; groups
included people with HIV/AIDS, the elderly, Hispanics, mental health consumers, and physically
challenged individuals;
• served as quantitative coordinating analyst in youth violence initiative that gathered and analyzed
data from over 200 social indicators.
Program Management
• served as program manager for state cancer surveillance program within state health department;
• completed and monitored federal funding applications and on-going status reports for Centers for
Disease Control and Prevention (CDCP);
• directed program personnel, program goals, and work-plan;
• directed epidemiologic statistical investigations for county, state, and national compilation according
to CDCP guidelines;
• Presented program objectives, challenges, and statistical summary at state-wide cancer conference.
