Patrol Watch Commander, Northeast Division: for five years I was the lieutenant watch commander wherein I oversaw the operation of the watch responsible for an area covering 41 square miles, with a resident population of 250,000 over communities including Atwater, Silver Lake, Eagle Rock, Highland Park and East Hollywood. Approximately 80 percent of this period was on the off-watch, 6pm – 6am. I approved bookings and arrest and crime reports, interviewed arrestees and was the direct report for all assigned sergeants. I responded to the field and served as the department’s initial lead manager at multiple bomb squad call-outs, several SWAT call-outs, major traffic collisions, several hazardous material incidents and multiple homicides.
Note: I promoted to lieutenant two months after the 9-11 Terrorists Attacks. The following major venues were located in my area of responsibility:

LAX
On an overtime basis, twice a month, I was assigned to Los Angeles International Airport (LAX), serving as the lieutenant Law Enforcement Officer (LEO). I was assigned the night shift (3pm - 1am) and after 5pm, I was the highest ranking LAPD supervisor at the airport. I completed 1,600 hours in this assignment.
For a six-month period I was assigned to the area’s crime control unit as the principal crime reduction officer. With a staff of two civilian crime analysts and two police officers, I analyzed, formulated and made recommendations for crime reduction strategies. I led meetings on this subject and participated in others.
Over a seven-year period I planned and was the incident commander (IC) for multiple venues and events including MLB, Sunset Junction, protest events and marches. Although not the IC, I managed and was the at-scene lieutenant at other events of significance including May Day Protests, Scientology Anonymous protests, the 2005 Metrolink Crash and the 2007 Griffith Park fire.
For a year I served as an administrative lieutenant for the area. In this capacity I reviewed internal investigations, recommended dispositions and wrote concluding rationales for the commanding officer, reviewing approximately 200 disciplinary cases.

1992 - 2001
Commander’s Aide
For three years I served as the commander’s aide for Operations-South Bureau, the office overseeing five police stations spanning the area from the Los Angeles Harbor, north to USC. I reviewed internal investigation cases, after action reports and other administrative reports. I assisted in office supervision.
Vice Officer-in-Charge
For two and a half years I was the Officer-in-Charge (OIC) of the Vice Unit for Southwest Area. This area includes the Coliseum, Memorial Sports Arena and the USC campus. I worked extensively in revocation cases on Conditional Use Permit cases with the city’s Planning Department and testified at revocation hearings. I reviewed written investigations and supervised a variety of specialized investigations and suppression activity including prostitution, bookmaking, cockfighting, Alcoholic Beverage Control (ABC) violations, trick-task forces, and audio and video piracy.
Sergeant
1984 – 1992
Over a multi-year period I served as a patrol supervisor in the Hollywood, Southeast and Southwest divisions. I supervised officers, responded to incidents, provided advice and supervised crime scenes and fluid incidents.
For a multi-year period I served as the adjutant for the commanding officer. I reviewed reports and made recommendations and conducted various ad hoc projects. I was the office supervisor for a staff of six civilian and two sworn personnel.
For one year my primary assignment was conducting complaint investigations against department personnel. I completed a loan to Internal Affairs Division.
On occasion, I worked as a supervisor at Raiders and USC games at the Coliseum, and Clippers games at the Memorial Sports Arena as well as other events including Disney on Ice.
As a supervisor, I was in the field for the entirety of the 1992 Los Angeles Civil Unrest and the 1994 Northridge Earthquake response.
Police Officer
1977 – 1984
For a five-year period I was a field police officer assigned patrol duties. I answered radio calls, both emergency and routine, took reports and made arrests. During a six-week period I was assigned to Olympic field venues during the 1984 Olympic Games. For a nine-month period I was assigned to communications as a complaint board operator wherein I processed incoming emergency and routine requests for service.
Training Experience:
For a two-year period as a police officer I was a full-time Field Training Officer. I completed ratings and provided remedial instruction, as necessary. As a supervisor I provided training in a structured roll call training setting. As a lieutenant I oversaw that process. Also as a lieutenant, I oversaw the process of remediation attempts and documentation of such on probationers who were on track to be terminated.
As a sergeant, for a four-year period, I was a peer group counselor for the department. I received training and remained available for peer support.
