WORK SUMMARY:

• Experienced manager with in-depth knowledge in the management of complex Government programs within the

infrastructures of Government Property/Materials, Subcontracts/Procurement, and Financial Analyst/Program Control;

• Skilled in applying accounting principles, and cross-functions to the Government programs against the use,

employment and requirements and includes but not limited to Cost-Reimbursable (CR), Time & Materials (T&M) and

Funds Status Reporting (CFSRs), Estimate-at-Complete (EACs), Earned Value Management (EVM) and other financial

PROFESSIONAL EXPERIENCE:

1982 – Present: Science Applications International Corporation (SAIC)

Business Unit Property Manager: (05/1994 – 08/2013) – Carried two positions (Procurement) within 11/2003 –

05/2007 timeframe

• Managed and resolved customer’s Government property/material audits’ at the Business Unit level throughout various

locations in direct interface with Corporate Internal Audits and customer’s auditors to maintain compliance in the

policies and procedures within the Government and contractual property infrastructure;

• Developed training materials and conducted annual Government Property training, to all staff members involved in the

property lifecycle. Staff members included, but not limited to personnel in Contracts, Procurement, Program Managers,

Procurement and Local Property Custodians (LPCs). Additional training on Government Property specific subjects were

provided to all staff members on a quarterly basis or at staff members’ requests;

• Prepared and provided due diligence reports during the process of research and analysis of a company/organization in

preparation for a business merger or purchase;

• Provided directions to subcontractors to ensure compliance with all flowed-down FARs and contractual regulations

regarding Government property and materials;

• Reviewed and analyzed new contracts identified with property to determine if documentation were adequately

authorized contractually and made recommendations, if necessary;

• Property closeouts – identified all department contracts with Government property, interfaced and coordinated with

the contracts’ closeout team to ensure all property matters have been properly addressed, dispositioned and closed

with the appropriate documentation resulting in the departments’ consistently achieving above-average rate for their

contract closeouts;

• Developed and successfully implemented Government Property Policies and Procedures for the departments with

continuation to review and update the procedures and process as they are being redefined;

• Member with active participation to the following NPMA Special Interest Groups (SIGs) - Subcontractor-Held Property,

Federal Property Management, UID, Excess Property & Disposition, Property Inventory Management and Contract

Property;

• Speaker on two presentations for NPMA Los Angeles Chapter - "Mechanics of a Pre-Audit" and "Material Management";

• Member of SAIC’s former Corporate Steering Committee that reviewed and provided inputs to define a property

management system. Resulted in achieving the purchase of the AssetSmart system for the control of property records.

Procurement (Subcontract Administrator/Purchasing): (11/2003 – 05/2007) - Carried two positions (Government

Property Management) in this timeframe.

• Responsible for the preparation of Non-Disclosure Agreements (NDAs), Teaming Agreements, and Memorandum of

Agreements (MOAs).

• In support of viable proposals, prepared and developed new business opportunities, within the scope of work, Terms

and Conditions (T&Cs), deliverable requirements, schedule, performance assessments, Bill of Materials (BOMs), and

pricing requirements for comprehensive cost analysis;

• Assess and evaluate subcontractors’ and suppliers’ performance, interpreted and enforced contract T&Cs to ensure

requirements are met in accordance to the delivery schedules and within the SOW and ensure all appropriate FARs

have been flowed down;

• Responsible for negotiating, coordinating, preparing, processing and tracking of any additions, deletions or

modifications to subcontracts and purchase orders;

Coordinated support for all phases of the acquisition process as defined under FAR Part 44 Subcontract’s Policies &

Procedures and FAR Part 52.244-2 Subcontracts and FAR Part 31, Contract Cost Principles and Procedures Clauses, with

other supplemental FARs, if applicable, to ensure the procured goods and services and/or negotiated prices, terms,

schedules and other provisions of the purchase orders and acquisitions contracts are in compliance prior to the

purchasing requisitioning process to reduce risks and avoid apparent deficiencies;

• Performed research, reviews and negotiated with suppliers to obtain prices and specifications in preparation and

issuance of purchase orders for the acquisition of materials and validated accuracy and costs within the BOMs;

• Prepared and provided monthly program budgets and analysis on program expenditures and burn rate projections;

• Supported the development of program metrics within the Company’s tracking mechanisms to ensure performance

and costs are within the quality assurance of the programs;

• Prepared subcontract closeouts by interfacing and coordinating with the contract’s closeout team to ensure all matters

have been properly addressed, dispositioned and closed with the appropriate documentation.

Financial Analyst III/Program Controller: (05/1986 – 05/1994)

• Performed resource scheduling for program management, conducted critical path analyses and implemented financial

policies, reports (including PCRs, C/SSRs, CFSRs), and procedures in support of cost-reimbursable contracts;

• Prepared financial written and oral reports to program management regarding costs and schedule variances; reported

contractual requirements for assigned tasks; coordinated all phases of contractual documentation, including database

management, and ensured deliveries met customer requirements;

• Provided ECP and EVM reports on various cost-reimbursable contracts to the responsible Program Control Managers to

ensure current funding were within the scope of the tasks against the Contract Line Item Numbers (CLINs) and assisted

the Contracts department in recommending cost-effective plans to ensure finances were within scope of the task and

budget;

• Interfaced with and requested data schedules of various tasks from technical staff for mapping against labor and ODCs.

These report schedules were provided to senior management to determine if cost and labor are within the contractual

CLINs and to determine the best course of action in the event of potential cost overruns or any other schedule

deviations;

management, conducted critical path analyses and implemented financial policies for various financial reports;
