CONTRACTING/ACQUISITIONS EXPERTISE: Function as CONTRACTING OFFICER’S
REPRESENTATIVE (COR) for two PSYOP elements while deployed to the Philippines. Provide
direct oversight for the planning, funding, procuring, and accountability of vendor services for
contracts totaling over $325,000. Use knowledge of the Federal Acquisitions Regulation (FAR),
contracting principles, policies and procedures to plan and organize contractual activities during
the procurement of standard and specialized items and services. Integrate and execute contracts
and memoranda within cost, schedule objectives, performance, system supportability
requirements, acquisition baselines, Statements of Work (SOW), and source selection. Review
requisition packages for adequacy, consistency, and compliance with administrative, regulatory,
and procedural requirements. Prepare acquisition plans and review acquisitions and vendor
information packages. Compare information, including quotes and technical/price proposals,
determining best value, and notify vendors of rating results. Negotiate terms and conditions for
best/fixed price contracts. Provide acquisition support and offer guidance to personnel,
administrative officers, and managers.

PRE-AWARD AND POST-AWARD PROCESSES: Assist in pre- and post-award acquisitions
from initiation through award. Provide advice on source selection. Coordinate pre-award
simplified acquisition activities including market research, cost estimates and price studies.

CONDUCT MARKET RESEARCH and cost and price studies in a foreign country in order to
request the appropriate amount of funding for contracts as well as to identify available vendors,
costs of services, and other information in support of the acquisition process. Gather, research
and investigate data and vast amounts of complex information ensuring accuracy and validity.
Review and analyze requirements and determine the most efficient method of acquisition.

PROJECT MANAGEMENT AND TEAM LEADERSHIP: Serve as a PSYOP NCO with
regional responsibility of Southeast Asia. Supervise, coordinate, and participate in the analysis,
planning, production and dissemination of strategic, operational, and tactical level Military
Information Support Operations (MISO) programs and products in support of U.S. Pacific
Command (USPACOM) and Special Operations Command Pacific (SOCPAC). Led strategic
efforts in developing a survey used to assess foreign military units. Designed, developed, and
administered a survey in three different languages to over 200 foreign military personnel. LED
AND DIRECTED three soldiers from the Target Audience Analysis Team (TAAT). Efforts
resulted in major updates to three PSYOP programs.
