reports and campus geography. Act as Officer in charge as needed, supervising 5-10 police officers and 15

security officers. I am the commander of the department motorcycle squad. I am responsible for ensuring the

department RADAR units and vehicles are calibrated every six months.

state facilities. Generate and facilitate proposals, pricing and contract negotiation to ensure market

Oversee the recruitment and hiring of new personnel, payroll administration, investigations, disciplinary

actions, contract compliance, training, quality assurance through client contact meetings, unannounced spot

inspections.

Maintain a working knowledge of numerous access, fire & burglar alarms systems, CCTV systems, building

systems. Red Cross First Aid CPR AED Instructor, Zarc OC peppers spray Instructor. Obtain Security

Clearances through Capital Police; liaise with various law enforcement agencies for coordinated responses.

Attend pre bid meetings, assist in RFP preparations and transitions planning and implementation, post orders,

SOP's, enforcement of state & federal laws and client policies. Instituted a physical agility test for new hire

officers based on the law fit and Idaho state police standards.

Recruited, hired and trained officers for Naval Air Station Midsouth in Tennessee and Gulfport Mississippi to

replace master at arms who were being deployed overseas. Consistently achieved a 2 % or less overtime rate

and maintained an 11 % attrition rate compared to industry average of 150-300%.

VCR recording. Interfaced with client contacts for 65 tenant companies. Also maintained responsibility for

three off site properties. Obtained Security Clearances through Capital Police. Managed a 3.2 million dollar

budget for the department.

"Law Enforcement Officer, Jim Clements, has come before me, (as a Magistrate of Virginia), with many

prisoners, &/or those arrested, throughout the years. Some are very agreeable, but yet, many do not try to be

"orderly" or "cooperative", at all. His total 'knowledge' of the Legal System and Law Enforcement is always

intact. He was able to calm the worst of those that had been 'arrested', which takes much 'skill', and a lot of

'hands-on experience'. He presented Probable Cause without any problem, and was more than helpful to me
