PROFESSIONAL EXPERIENCE

General Environmental Consulting - Geo Logic Environmental Services
Responsible for all aspects of state and federal waste water discharge
permits. Managed several groundwater remediation projects. Obtained
several Multi Sector General Permits (MSGP) for storm water, then
prepared and implemented Storm Water Pollution Prevention Plans (SWP3)
for several clients. Conducted and coordinated all phases of natural
gas pipeline operations and regulatory requirements in Texas and
surrounding states, to include permit applications and renewals,
schedule and perform field activities, e.g. patrol, leak detection
surveys, cathodic protection surveys, rectifier operation, etc.;
conduct Operator Qualification training, prepare Operation &
Maintenance plans, Operator Qualification plans, and Integrity
Management plans. Progress to the position of Director of Pipeline
Services.

Provided technical support for analyzing operational problems and
developing cost-effective solutions for the Utilities Division.

Devised and conducted experiments to improve operations for the Power
Department.
MAJOR ACCOMPLISHMENTS
. Received an approved Wastewater Discharge Permit from regulatory
agencies for several clients. Completed permit application,
coordinated public notices required by regulatory agencies, scheduled
sampling, analyzed sample lab results, and negotiated permit
conditions with agency permit writer.
. Updated the Part B Hazardous Waste Permit renewal application for
Eastman Chemical Company, Texas Operations (TXO). Developed a team to
review and revise the permit application, made team member
assignments, assembled the permit revisions and submitted to the Texas
Commission on Environmental Quality.
. Obtained a MSGP for storm water for TXO and other clients. Developed
a SWP3 as required by the permit and implemented the plan and other
storm water permit requirements, such as inspections, sampling,
reporting, etc.
. Developed and implemented a company Facility Response Plan.
. Prepared and updated Spill Prevention, Control, and Countermeasure
plans for TXO and other clients.
. Provided logistical support for water quality studies conducted by the
Academy of Natural Sciences of Philadelphia. Directed editing of
final reports, prepared public relations information, and assisted in
the development of an internet Website for the study conducted in
2000.
. Prepared the registration of numerous regulated underground storage
tanks owned by TXO. Directed removal of regulated underground storage
tanks and their replacement with above ground storage tanks. Prepared
and submitted closure reports for installations classified as Leaking
Underground Storage Tanks.
. Led team that revised operating permit for 40 million gallon brine pit
at the TXO Tyler Terminal. Provided liaison with the Railroad
Commission of Texas.
. Conducted studies for dissolved oxygen and other water quality
indicators in the Sabine River.
. Devised and conducted experiments to determine the cost effectiveness
of:
- using Reverse Osmosis in the production of boiler feed water,
- using side stream filtration in cross flow cooling towers, and
- using polymers with dissolved air flotation to enhance the
removal of oil from contaminated condensate.
