Responsibility & Duties:
. Provide professional health, safety and environmental support to all
aspects of the offshore operation and to support the implementation of
the HSE policies and the company's fulfilment of its duty of care
responsibilities promoting a pro-active HSEQ culture and actively
monitoring HSE aspects of all processes and documentation.
. Monitor/Advise Weekly emergency drills, which include fire drill, H2S
drill, Man overboard, abandon drill, helicopter under water escape
drill and maintain the safety-card system.
. Facilitating and support Job Safety Analysis, Risk Assessments &
provide advise on measures to reduce risk.
. Participating in actual "Job Watch" as and where necessary; such as
critical lifting, main hook up modules, hot tapping's, shut down jobs
to ensure all safety aspects are adhered to.
. Participate in the Daily client project meetings as the HSE
Representative.
. Conduct internal safety meetings within project team and evaluate the
safety aspects of proposed operational activities and discuss the
concerns raised.
. Responsibilities involve implementation of safety and risk reduction
programs for the protection of employees, public and facilities., and
contribution to the team effort in achieving the safety program goals
of zero accidents, reduction levels of risk as low as reasonably
practicable, zero lost time incidents with all operations in
compliance with Regulations and Company HSEMS, Policies and
guidelines.
. HSE Supervision and Induction for diving team. Monitoring the Diving
operation
. Avoid any kind of lifting operation above the Diving operation
. Always monitoring the running & handling of Umbilical. Monitoring
communication between the Diver and the Diving Supervisor.
. Monitor whether the diving team switch off the divers camera or not
. Liaise with the Construction Manager to monitor the performance of the
Third party Safety Officers and reports changes to be made as a result
of good or poor performance.
. Takes an active role in the development and implementation of the
permit to work system and provides independent oversight by reviewing
selected permits issued by Operations personnel. Ensure all personnel
aware of the system, ensure personnel know how system operates, review
that all personnel are following system.
. Ensuring the sub-contractors are maintaining compliance with HSE
plans, procedures and standards. Attend all contractor weekly and
monthly safety meetings and advise on improvements. Steward suggested
improvements.
. Lead in the investigation of any accidents, incidents, dangerous
occurrences or near misses involving departments, personnel or
subcontractors;
. Tracking "STOP CARD TRENDS, TRAINING RECORDS, ACCCIDENT/INCIDENT
REPORTS, AUDITS, INSPECTION REPORTS, HSE STATICS"
