2009 to Nipper Consulting Services
Present Providing consultant services to the energy sector world wide. Specializing
in Project Management,Construction Management and start-up of power plants.
Last Project consisted of 3 Siemens 501 D,s combined cycle in Punto Fijo,
Venezuela for Pro Energy Services inc. Duties included project management
support for the construction completion and start-up of the units.
2007-2008 Crimson Resource Management Corp
Project Manager/Construction Manager CRM is an independent oil company
with several entities. Responsibilities included the dismantling of a gas plant
purchased from Aera Energy in Lost Hills California and laying the plant up for
future assembly. This was a direct hire project employing 35 tradesmen under my
direct supervision. Project was completed on time in 6 months at a million dollar
savings from lowest bid received. A 30 million gallon biodiesel facility in
Bakersfield California,several buildings,waterflood project and shutdowns on
existing gas plant in Taft California.
2006-2007 Jonovich Companies Inc.
Project Manager/Construction Manager Responsible for the construction of four
buildings totaling 100,000 square feet ensuring all codes and standards along with
specifications are met. Direct hire 75 tradesmen.Coordination of engineers and
municipality inspections.Project was a public works project for Department of
Water and Power Los Angeles,California.
2001 – 2005 Drexal Power Incorporated
President/Senior Project Manager. Responsibilities were all inclusive of
operating an Industrial construction firm specializing in the power industry.Drexal
Power Inc. (DPI) was a union construction firm performing mechanical,
electrical, civil construction, repairs and installations throughout California.
Projects completed at Contra Costa Power Plant were EPC of 18,000 sqft pre-
engineered metal building, major duct bank from existing 2000Mw plant units
5,6,&7 to new build 530Mw units 8& 9,Repair of extensive damage from
shipping of Vogt-Nem high pressure boilers, layed up and decommissioned entire
530 Mw plant which consisted of 2 GE frame 7FA ‘s,Vogt-Nem HRSG’s, EPC
at Pittsburg Antioch Power plant of complete Zenon water treatment facility,
complete electrical installation and start-up of 2 GE Frame 7EA’s along with EPC
for administration control buildings at Tracy Peaker Plant.
2000 – 2000 Pacific Gas and Electric
Project Manager/Plant Manager/Consultant. Consultant for the purpose of
purchasing a 96Mw Aero derivative Pratt & Whitney FT4 Power Barge.
Provided start-up requirements including personnel and budgets, Operational &
Maintenance procedures, budget, spare parts and consumable analysis for 3-year
operational period. Project Manager to implement above in San Francisco Bay.
Coordinated design effort of interconnects for 3 different locations within the
Bay. Coordinated the design and procurement of water injection system to meet
emission requirements for California under an expected emergency status.
2000 – 1997 UNC Industrial Power Inc. (A General Electric Company)
Delegate Manager of Brazil/Plant Manager. As Delegate Manager, held Power of
Attorney to conduct all business pertaining to UNC Industrial Power in Brazil.
Plant Manager Responsibilities for a 96 Mw Aero Derivative Pratt Whitney FT4
Power Barge. Included preparation of all operational yearly and monthly budgets,
disbursement of account payables and payroll, preparation and collection of
account receivables, daily declaration of available power to utility. Management
of staff consisting of 40 individuals, Ex-Pat and National. Project Management
responsibilities covered two plants in Manaus, Brazil consisting of the above-
mentioned Barge Mounted Plant and a Land based Facility consisting of an Aero
Derivative Pratt Whitney FT4C-1 Twin-Pac and all Balance of Plant. Duties
included evaluation, redesign, refurbish, reconstruct, and start-up of both facilities
as needed to comply with existing contract obligations and avoid litigation with a
hostile client. During this time frame, responsibilities included management of
over 300 Ex-Pat and National employees and sub-contractors. Development and
administration of a settlement agreement with existing client for assessed
liquidated damages prior to my arrival. Settlement agreement included
development and implementation of performance and reliability testing for both
facilities along with a formal turnover procedure for the Land-based facility
1996 – 1997 Stewart & Stevenson, Inc. (A General Electric Company)
Consultant. Assigned to Houston based law firm Franklin, Cardwell & Jones for
an 8-month period to provide engineering, technical and project management
support to assist attorneys in an arbitration proceeding initiated by Stewart &
Stevenson against a large prime Contractor. Duties included review of over
30,000 documents and identifying what would or would not be useful for
proceeding per category being arbitrated. Utilized as expert witness in arbitration.
1996 – 1996 Stewart & Stevenson, Inc. (A General Electric Company)
Project Site Manager. Project was new construction of an 84Mw plant consisting
of 2 Aero Derivative LM 6000 Gas Turbine packages complete with chilling and
balance of plant located in Manaus, Brazil. This was a fast track project under
emergency status declared by the Brazilian Government. The President of Electro
Norte (Brazilian utility) temporarily relocated his office and staff adjacent to ours
in Manaus, Brazil at the beginning of the construction phase and until the
successful start-up of the plant. Duties included coordination of engineering,
construction, start-up and turnover of this facility and this fast-track project was
completed in 102 days start to finish.
1994 – 1996 Stewart & Stevenson, Inc. (A General Electric Company)
Project Site Manager. Project was a new construction of a 168Mw plant
consisting of 4 Aero Derivative LM 6000 Gas Turbine packages complete with
chilling, water injection and balance of plant located in Tucaman, Argentina.
Responsibilities included all coordination of engineering, construction, start-up
and turnover of facility.
1993 – 1994 Nipper Construction
Owner. Owned and operated a construction company specializing in new home
construction.
1991 – 1994 Circle C Builders
General Manager. Responsibilities included development of residential zoned
property for single-family residence, coordination of staff in the acquisition of
property, engineering, design, construction and sales.
1987 – 1989 Santa Barbara Savings
Loan Officer. Responsible for processing of applications for construction and
long term loans.
1983 – 1987 Brod Construction
Quality Control Manager. Responsible for inspections of industrial oil field
related projects for compliance with all applicable codes and standards.

Master Mechanic. Duties included construction and assembly of F-18 fighter
aircraft.
Military Experience

Sergeant. Duties included supervision of airframes shop. Cross-trained in all
aspects of mechanics related to maintenance and repair of F-4 fighter aircraft.
Tested extensively in boot camp and as a result offered a commission to attend
Annapolis Naval Academy in exchange for 10 years of service.
