(highways, traffic operations, transportation planning and public transit).

Prepared a traffic impact analysis of Telfair Park, a 64-acre regional park of athletic facilities,

in Telfair, a master planned community, in Sugar Land, Texas. Five study intersections, as well

as thoroughfares, were analyzed for Total Traffic Conditions in Year 2015 and mitigation

measures were recommended to minimize adverse traffic impacts

Applied advanced traffic impact analysis of Proposed METRO Texas Medical Center

(TMC) Shuttle on Metrorail Red Line, in Houston, Texas. The TMC Shuttle will interline with

the existing METRORail Red Line rail service, with additional trains. Evaluated traffic impacts at

signalized intersections in the City of Houston for Existing, No Build, and Build alternative

operational scenarios to assess system performance. The study area included 41 s ignalized

intersections along a 4.6 mile segment near the Texas Medical Center.

Analyzed high capacity transit options as part of the Northern Brazoria County/Pearland

Subregional Planning Initiative. Produced an overview of potential transit improvement projects

under three scenarios within horizon Year 2035. High transit capital options included Lower

Kirby Light Rail Transit, for $1,446,000,*** (****) in capital costs and $25,300,*** (****) for

annual operation and maintenance costs.

Senior Transportation Engineer

Conducted business development activities, focused on transportation related activities. Managed

multiple projects and reported to the Saskatchewan Ministry of Highways and Infrastructure.

Prequalified the company for engineering consulting services with the Saskatchewan

Ministry of Highways & Infrastructure. In three rounds, the company earned eight project

awards, resulting in fees of $500,000. The range of work categories included design in grading,

surfacing, and hydraulics and transportation planning under supervision.

Prepared the Highway 5 Corridor Improvement Study for a 51 kilometer corridor east of

Saskatoon to Highway 2. This Study examined the technical and economic feasibility of corridor

improvements for Highway 5 and provides recommendations for implementation and staging for

a 20 year horizon.

Developed the City of Yorkton Engineering Standards Manual to ensure quality and

consistent levels of service of its municipal infrastructure for street, wa ter, sewage and drainage

infrastructure. The Manual identified best practices among urban municipalities in

Saskatchewan, with City of Regina serving as its model. Major products included land

development process, design criteria, construction standard sp ecifications, construction standard

drawings, drafting standards, and temporary traffic control with flow charts, graphics, and

checklists.

Edminster, Hinshaw, Russ and Associates, Houston, Texas 2009 - 2010

Manager, Traffic Engineering / Transportation Planning Department

Developed business in the Greater Houston Metropolitan Area and led projects as they developed.

Designed the traffic signal at Harlem Road at Madden Road/West Bellfort Road, Fort Bend

County, Texas. This traffic intersection is in area of rapid traffic growth, due booming residential

and commercial developments. Scope of work in traffic signal design included design of traffic

signal equipment, and geometric design in accordance with TxDOT design standards.

Analyzed traffic impacts for a new mixed-use development in Sealy, Texas, for Interstate

Access Justification Report – Interstate Highway 10 near State Highway 36. Town Par k Center

development consists of: Retail Center; Bank; Restaurants; Offices; Apartments; and Hotels.

Traffic projections and Level of Service analysis was performed for horizon Year 2015 build-out,

using Highway Capacity Software.

Develop creative traffic calming measures for Saint George Place, a neighborhood near the

Galleria, in Houston, Texas to minimize cut-through traffic. Measures included speed tables,

raised crosswalks, chokers, and curb extensions.

City of Houston, Houston, Texas 2006 - 2009

Deputy Director, Traffic and Transportation Division

Led the transformation of Traffic & Transportation Division of Public Works & Engineering Department

for City of Houston with $21.0 million operating budget and 235 staff, to deliver projects and programs

with performance metrics. Also executed the Excellence Initiative Strategic Plan to enhance

organizational effectiveness for mobility and safety. Managed $135 .0 million in traffic improvements in

the City’s FY 2009 - FY 2013 Capital Improvements Plan; including programs in Traffic Signals

Management/Intelligent Transportation Systems; Mobility Capital Fund; Intersection Redesign and Street

Safety Improvements; Quiet Zones; Neighborhood Traffic, and Houston TranStar.

Member on the Transportation Planning Council of the Houston-Galveston Area Council

(H-GAC), The board addressed regional transportation planning issues, including Transit /

Highway / Transportation improvements, planned for 2035 Regional Transportation Plan

($156.7 billion) a nd were funded for 2008 - 2011 Transportation Improvement Program

Plan.

Led an innovative City Mobility Planning Project ($2.0 million) for new transportation

planning process through year 2035 in City of Houston. This Mayor’s Mobility initiative

included Cube 5 sub-area Travel Demand Model, Mobility Study, Major Thoroughfare and

Freeway Plan, and Capital Improvements Plan prioritization criteria. By 2035, the number of

work trips in the City and Extra -Territorial Jurisdiction is expected to increase by 67%, and travel

time is expected to increase by two hours with 44% Level of Service F congestion, on major

thoroughfares in Harris County.

Led the effort to establish traffic impact analysis guidelines and access management

standards in Infrastructure Design Manual that affected major real estate developments in the

City of Houston. Presentations to Planning Commission and City Council, as well as public

outreach to developers. Reviewed major developments including Regent Square, Boulevar d

Place, and Gables West Ave, major mixed-use developments, based on these new requirements.

Coordinated with Harris County Metropolitan Transit Authority (METRO) on East End,

Southeast, North, Uptown, and University METRORail lines for Light Rail Transit and 402

Quickline Bellaire for Bus Rapid Transit as part of $2.0 billion Metro Solutions – Phase 2, and

operate and maintain joint traffic signals on 7.5 mile METRORail Red Line.

Vice President of the National Association of City Transportation Officials (NACTO). The

focus of NACTO is on an Urban Agenda for the next federal transportation authorization, Moving

Designed Intelligent Transportation Systems and other projects such as traffic operations and

transportation planning, and managed Camarillo Area Transit System.

Update of Camarillo Traffic Analysis Model to build-out in year 2025 in Camarillo, California.

A major factor was analysis of traffic impacts of the Springville Specific Plan (major residential

and mixed-use/commercial development). A major role was monitoring of Traffic Mitigation

Fees Program with transportation improvement projects of $43.0 million in fees.

Coordinate transportation improvement projects ($62.8 million) on the streets system of the

City of Camarillo. Monitor progress, budget, schedule, issues, and priorities; and grant writing

with awards of $8.0 million, with Caltrans under Federal-Aid Program. Key projects included

Pleasant Valley Road Widening near Village At The Park and Ventura Boulevard Reconstruction

in Old Town Camarillo.

Zumwalt Engineering Group, San Ramon, California 2002 - 2003

Supervising Civil Engineer

Managed projects and reviewed plans for this project management company, focused on public works

infrastructure projects.

Expedited construction completion for traffic signals at San Bruno BART Station. After the

traffic signals were finished, traffic signal timing plans were implemented at the adjacent

intersections, before the grand opening. A maintenance agreement was executed between City of

San Bruno and Bay Area Rapid Transit District.

Facilitated the closeout of traffic signal projects with a contractor on the Sneath Lane Signal

Interconnect Project and San Bruno Avenue and South Airport Boulevard Signal Interconnect in

San Bruno. Establish BI Trans QuicNet/4 Advanced Traffic Management System to manage the
