POSITION TITLE: Quality Improvement Specialist
SALARY: $42,168 - $44,303
CLASSIFICATION: Administration/Non-Bargaining

GENERAL SUMMARY OF POSITION: Reporting to the Great Start to Quality Program Director, this position is responsible for providing support services to licensed and unlicensed childcare providers within the Great Start to Quality Eastern Resource Center Region (Arenac, Bay, Genesee, Huron, Lapeer, Saginaw, Sanilac, St. Clair, and Tuscola Counties). This position will focus on Genesee County.
ESSENTIAL JOB RESPONSIBILITIES:
Conducts outreach to programs/providers who have not yet engaged in MiRegistry and encourages participation in Great Start to Quality, resulting in an increase in the number of providers participating.
Conducts on-site visits with programs/providers to build knowledge and understanding of Great Start to Quality.
Provides on-site technical assistance as needed within established parameters to support providers support them with the Great Start to Quality process.
Quality Improvement Specialist may provide initial support to providers who are creating or developing a Quality Improvement Plan.
Conducts Licensed-Exempt Provider Preservice Training with fidelity. A train-the-trainer will take place upon hire.
Tracks technical assistance provided in the Work Life Systems daily to inform continuous quality improvement.
Regularly interfaces with the Resource Center Director to keep them abreast of the need for on-site technical assistance.
Promotes public awareness of available quality improvement services and Great Start to Quality through presentation to programs/providers in group settings where applicable to increase participation in Great Start to Quality region-wide.
Connects programs to quality improvement resources and, where applicable, to Quality Improvement Coaches.
Assists families who contact the Resource Center to navigate to greatstarttoquality.org and/or facilitate access to those without technology.
Maintains working knowledge of Great Start to Quality, MiRegistry platform and greatstarttoquality.org.
Refers families that contact the Resource Center looking for childcare and preschool who may be eligible for GSRP to local intermediate school districts using contact lists provided by MiLEAP.
Assists providers with updating their greatstarttoquality.org profile, MiRegistry Organizational and personal profiles, and participation in Great Start to Quality through phone, on-site, Zoom, and email support providers region-wide.
Post all contract-funded professional development and training opportunities on MiRegistry.
Refers providers to workforce development opportunities posted on MiRegistry.
Supports providers to register themselves for training.
Assists providers who lack access to technology to register for training.
Tracks attendance and conducts participant evaluations for all posted trainings using MiRegistry.
Participates in a minimum of 90% of required technical assistance and learning community to ensure consistency and fidelity to the Great Start to Quality Model.
REQUIRED QUALIFICATIONS:
Possess an Associate's degree and a minimum of two years' experience in the early childhood education field. A bachelor's degree with a minimum of two years' experience is preferred.
Has a working knowledge of the CDA credential and process.
Familiar with Developmentally Appropriate Practices.
Experience with early learning and development programs and family/group homes.
Demonstrates effective communication techniques when working with other adults, including common language, active listening skills, explanation of jargon, and reflective listening.
Demonstrates sensitivity to the needs and concerns of diverse and cultural groups.
Works continuously to improve work-related skills and performance through continuing education, self-reflection, and participation in the learning community.
Ability to manage own time, set priorities, and contribute to team atmosphere.
Complete, accurate, and timely data entry and collection.
Works in cooperation with other quality support services in the community when necessary and as directed by the director to expand quality improvement resources for the programs.
Competent use of technology and software is needed to perform assigned position duties.
