Human Capital Management Senior Analyst/Training Developmental Analyst
What will you do?
Under the direction of the HCM Manager, this position:
Training & Development
Coordinates with DODD divisions and Developmental Center (DC) leadership to identify employee learning and development needs.
Designs, updates, and delivers training in multiple formats (in-person, virtual, and self-paced), incorporating adult learning principles and performance-improvement strategies.
Serves as a subject matter expert (SME) for training design, advising managers and supervisors on best practices for skill development and continuous learning.
Evaluates training effectiveness using metrics, surveys, and performance data.
Analyzes results to recommend program enhancements and align learning initiatives with agency priorities.
Serves as curriculum owner in OhioLearn (Cornerstone), ensuring accuracy, compliance with statewide standards, and effective tracking of completion data.
Learning Management System (LMS) Administration
Acts as the back-up administrator for OhioLearn/Cornerstone Learning Management System.
Ensures proper system functionality, user management, and data integrity.
Creates and maintains courses, manages enrollments, and generates reports to support training compliance and evaluation.
Responds to employee and supervisor inquiries via the training inbox and ServiceNow, providing consultative support and resolving issues promptly.
Analyzes system data to identify trends, gaps, and opportunities for process improvement.
Collaborates with statewide LMS administrators and IT partners to implement system enhancements that improve accessibility and efficiency.
Develops communication materials, user guides, and procedures to promote effective LMS use across DODD.
Employee Recognition Program
Designs, implements, and administers the DODD Employee Recognition Program to enhance engagement within Developmental Centers.
Collaborates with DC leadership and HR staff to develop recognition criteria, policies, and communication strategies.
Serves as program advisor to management, ensuring alignment with DODD values and consistency across locations.
Analyzes participation data and feedback to measure program impact and recommend improvements.
Oversees event coordination and recognition communications to ensure visibility and employee participation.
Supervisor Series Program
Coordinates and manages the DODD Supervisor Series Program to strengthen leadership and supervisory competencies.
Plans and administers program logistics, including scheduling, facilitator coordination, materials development, and participant tracking.
Provides consultation to supervisors and managers regarding leadership development resources and program requirements.
Monitors and evaluates program outcomes, using feedback and completion data to assess effectiveness and recommend enhancements.
Ensures Supervisor Series content aligns with statewide leadership competencies and DODD strategic objectives.
3 yrs. exp. in human resources.
-Or completion of undergraduate core program in human resources, business or public administration; 12 mos. exp. in human resources.
-Or 1 yr. exp. as Human Capital Management Analyst, 64612.
-Or equivalent of Minimum Class Qualifications For Employment noted above.
