DESCRIPTION OF DUTIES AND RESPONSIBILITIES
Assisting the Community Recreation Supervisor, the purpose of the position is to perform responsible professional and administrative work in planning, organizing, and directing special events and recreation services to meet the needs of the residents of the City of Palm Coast. This position will take a lead role in planning, organizing, and overseeing a wide range of community programs that connect residents to the city's parks, recreational facilities, cultural arts, and historical resources. This position fosters community engagement by promoting active lifestyles, preserving and interpreting the history of the city, and expanding access to arts and cultural opportunities. Supervision may be exercised over seasonal, part-time, and full-time Recreation support personnel. Employees in this classification function at middle supervisory level and are responsible to ensure accurate and efficient assistance is provided to the general public and business community as required. Employee works with a high degree of independence and initiative; however, confers with their supervisor on matters involving compliance or legal issues. Employee performs related duties as directed.

Assist with and/or manage all aspects of events to include, but not be limited to, the development of activities, publication, coordination of advertisement with the Communications & Marketing Department, entertainment, and any other tasks relative to the completion of a successful event.
Serves as liaison to artists, Historical Society members, other committee members, interested citizens, and relevant organizations.
Creates socially engaging cultural programs, such as pop-up art or history walks, for the community.
Promotes cultural, historical, and other art events and showcases information in appropriate venues (i.e. coordinate public art installations, art/historical displays in facilities, trail signage, etc.)
Solicits and secures donations, sponsorships, and citizen involvement.
Negotiates with, secures, and processes vendors and performers for events per City policies and ordinances
Works closely and collaboratively with City departments to ensure compliance with any City codes, ordinances, rules, and regulations.
Works closely with established community organizations to assist with development of fundraising activities and events that benefit the park system and citizens.
Assist with the planning and implementation of departmental goals and objectives; Assist with tracking of department Key Performance Indicators; Assist with the formulation of departmental policies and procedures.
Assists with networking and outreach functions between the city, community and various civic agencies and groups including the development and execution of partnerships and events.
Generates highly complex and specialized correspondence, articles, memos, agendas, orders, reports, forms, manuals, or other relevant materials appropriate to the assigned department.
In the development of assigned programs, recruits committee members, facilitates discussion, and ensures adherence to master vision for each specific event.
Researches, prepares, and distributes various special reports, notices, and other relevant materials; completes and processes various forms required of the office.
Answers inquiries and requests from the general public and business community, ascertaining the needs of the customer and providing appropriate assistance and information through friendly, professional customer service skills; responds to customer service issues.
Within budgetary constraints, assists with the development of the special events budgets and ensures that projects remain within established limits. Processes appropriate documentation as required.
Communicates with City personnel, Department Heads, public agencies, and the general public for the dissemination of information.
Serves as liaison on appropriate teams or committees.
Recruit and work with volunteers.
Performs related duties as directed.
MINIMUM TRAINING, EXPERIENCE, LICENSES, OR CERTIFICATIONS
Bachelor's Degree in Leisure Services, Recreation, or related field required; supplemented by two (2) years progressively responsible post-graduate experience in the administrative aspects of general public recreation programs and events, e.g., obtaining sponsorships, coordinating special events, recruitment/sales or an equivalent combination of education, training, and experience.
First-Aid/CPR/AED Certification required and/or the ability to obtain in the first 6 months.
Must possess and maintain a valid Florida Driver's License.
KNOWLEDGE, SKILLS, AND ABILITIES
Ability to clearly communicate information both verbally and in writing.
Ability to speak to large and small groups.
Ability to effectively supervise a staff comprised of entry and journey level staff engaged in carrying out departmental functions.
Ability to work an extremely flexible work schedule that includes days, evenings, weekends, and holidays.
Skill in business English, e.g., correspondence formats, spelling, punctuation, and grammar.
Knowledge of principles and practices of budget development and administration, and the challenges associated with administering multiple budgets in conjunction with revenue generating enterprises.
Ability to utilize personal computers, standard office equipment and standard software applications, e.g., word processors, database software, spreadsheet applications.
Skill in the principles and techniques of customer relations skills; ability to deal diplomatically with individuals; ability to react quickly and calmly in emergency situations.
Thorough knowledge of pertinent federal, state, and local rules, regulations, ordinances, and other regulatory standards applicable to the work.
Ability to read, update and maintain various records and files.
Ability to understand and follow pre-established department and City policies and procedures.
Ability to access, operate and maintain various software applications.
Thorough knowledge of the principles and practices of recreational and leisure services programming development, administration, and delivery.
Ability to analytically observe, and objectively and clearly report routine and non-routine, emergency, and non-emergency activities.
Ability to establish and maintain effective working relationships with departmental staff, supervisors, and the general public.
Possess excellent time management and organization skills.
PHYSICAL REQUIREMENTS
While performing the essential functions of this job the employee is regularly required to stand, walk, use hands to finger, handle, or feel, reach with hands and arms, climb or balance, stoop, kneel, crouch, or crawl, and lift and/or move up to 50 pounds.
While performing the essential functions of this position there is potential for exposure to fumes or airborne particles, toxic or caustic substances, outside weather conditions, excessive noise, and dampness/humidity.
