Supreme Headquarters Allied Powers Europe (SHAPE) provides an integrated Strategic Effects framework, employing a multi-domain and multi-region focus to create a 360-degree approach, with the flexibility to enable, upon direction, a seamless transition from Baseline Activities and Current Operations (BACO) up to the Maximum Level of Effort (MLE). SHAPE supports SACEUR in fulfilling his terms of reference, as directed by the North Atlantic Council.
The Command Group (CG) provides and sustains strategic level command and control capabilities to support SACEUR in exercising his command functions.
The Office of the Chief of Staff (OCOS) provides full spectrum support to COS/Vice-COS in fulfilling their duties.
The Office of the Gender Advisor ensures the implementation of UNSCR 1325 on Women, Peace and security, related resolutions and full integration of gender perspective in all phases of planning, execution and evaluation of NATO –led operations.
The ACO Gender Advisor (GENAD), as a CG Advisor, provides strategic support and advice on the implementation of United Nations Security Council (UNSC) Resolution 1325 and related Resolutions, and the integration of gender perspectives as per the NATO/EAPC Policy and Action Plan on Women, Peace and Security (WPS). This includes, but is not limited to, advice related to operations/missions, crisis/conflict analysis, concepts, doctrine development, education, training, and exercises in areas such as counter-terrorism, human security, and strategic communications. The SHAPE GENAD Office coordinates and contributes to capacity building efforts on gender perspective-integration at all stages of the implementation (planning, monitoring, reporting and evaluation) as well as other processes related to fulfilling the GENAD role. The integration of gender perspective and the WPS Agenda is to be carried out into all three core tasks of the Alliance as a cross-functional/cross-domain discipline.
PRINCIPAL DUTIES
The incumbent's duties are:
1) Contribute to the cross-functional/cross-domain integration of gender perspective as an analytical tool for the operationalization of the DDA and for the advancement of SHAPE as a strategic warfighting headquarters.
2) Monitor and improve implementation process of the NATO Women, Peace and Security (WPS) Policy and Action Plan, as well as complementary gender-related NATO Policies.
3) Assist in development of an indicator system to track progress made by ACO entities on the integration of gender perspective especially, but not limited to, the impact of climate change on populations; Innovation and Emerging and Disruptive Technologies in defence; crisis response; strategic communications; and the urban environment.
4) Provide timely technical support in consolidating data collection on action plan implementation processes according to the reporting schedule in close coordination with NATO HQ and ACO stakeholders.
5) Develop and maintain a database with best practices, examples and initiatives which highlight synergies between gender and different areas, particularly: climate change, cyberspace, artificial intelligence, strategic communications and others.
6) Assist in the development of gender doctrine by providing expertise on gender perspective integration into applicable areas within the NATO 2030 agenda.
7) Assist in identifying and processing ACO ETEE requirements for the discipline of Gender in Military Operations (GMO), with focus on requirements related to new and emerging technologies, strategic communications, among others, and the operationalization of the WPS agenda.
8) Explore with NATO stakeholders and external partners, key areas of knowledge that require further examination to comply with the WPS Action Plan and related NATO Policies.
9) Conduct research and keep up-to-date on the latest developments on above stated priority areas and data collection in the system.
10) Support the GENAD Office in conducting gender analysis through the Military Gender Analysis Tool (MGAT) on events affecting and/or involving the Alliance.
11) Liaise, cooperate and coordinate with SHAPE divisions/branches and other NATO entities, external stakeholders, policy-oriented research partners.
12) Facilitate knowledge management and sharing with relevant stakeholders.
13) Provide support to the ACO GENAD in logistical and administrative processes as required.
14) Any other duties as directed by ACO GENAD.
SPECIAL REQUIREMENTS AND ADDITIONAL DUTIES
The incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY assignments, both within and without NATO boundaries up to 180 days. The employee may be required to perform a similar range of duties elsewhere within the organization at the same grade without there being any change to the contract.

Education/Training
University degree in Social Sciences, Gender Studies, International Relations, Data Analysis, Political Sciences, Communications or related field or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 2 years post related experience.

DESIRABLE QUALIFICATIONS
Professional/Experience
1) At least 1 year of progressively responsible experience at the national or international level in gender mainstreaming, gender analysis, or a related use of human rights-related approaches based on data collection and analysis.
2) Experience working on gender perspective integration in security matters.
3) Previous experience in an International Organization and/or a military setting.
4) Knowledge of Doctrine development.
5) Working knowledge of French.

3) Contribution To Objectives: The post will directly contribute to the ACO implementation of the Women, Peace and Security Agenda and related Policies in line with the NATO 2030 Agenda particularly in the following areas: Environmental impact of ACO; Artificial Intelligence Tools ISO Exploitation; StratCom capacity and capabilities, including information environment analysis tools in order to support the operationalization of DDA; An Operational decision support tool providing operational analysis, particularly for Urban warfare
CONTRACT
Duration of contract: Serving staff members will be offered a contract according to the NATO Civilian Personnel Regulations (NCPR). Newly recruited staff will be offered a definite duration contract of 1 year and 5 months. On expiry of this term the PLN will be deleted or will exceptionally be considered for extension.
The salary will be the basic entry-level monthly salary defined by the NATO Grade of the post, which may be augmented by allowances based on the selected staff member’s eligibility, and which is subject to the withholding of approximately 20% for pension and medical insurance contributions.
