Minimum Requirements:
Education: A bachelor's degree in education, public administration, or a related field; a master's degree is preferred.
Experience: Minimum of 3-5 years of experience in school administration, teaching, or managing educational programs, with direct experience in federal and state grants.
Skills, Knowledge, and Abilities: Extensive knowledge of federal and state education laws and regulations, particularly the Every Student Succeeds Act (ESSA) and its various titles. Exceptional organizational, analytical, and communication skills (both written and verbal). Demonstrated ability to manage complex projects, multiple priorities, and large budgets. Proficiency with data analysis and standard office software, including spreadsheets and financial management systems.
Primary Function: Effectively administers and coordinates all Federal Program Areas and the Consolidated Grant Application process for the Habersham County School System. The Federal Programs Director ensures due process and compliance with local, state, and federal guidelines and legal requirements related to Federal Programs.
Performance Responsibilities:
• Direct the planning, development, and implementation of all federal programs, including those funded by the Every Student Succeeds Act (ESSA) such as Title I, Title I-C, Title III, and Title IV.
• Ensure strict fiscal and programmatic compliance with all federal and state laws, regulations, and grant requirements.
• Complete and submit all required federal and state reports, applications, and documents, including the Consolidated Application (ConApp), in a timely manner.
• Serve as the primary contact for federal program audits and monitoring reviews.
• Develop, monitor, and manage budgets for all federal programs.
• Work with the finance department to track expenditures, process reimbursements, and ensure funds are spent in accordance with grant regulations.
• Provide guidance to school and department staff on the appropriate use of federal funds.
• Collaborate with the superintendent, principals, and other district leaders to align federal programs with district-wide strategic goals and school improvement plans.
• Lead and participate in advisory committees for federal programs, ensuring stakeholders, including parents and community members, are engaged in the planning and evaluation process.
• Provide training and technical assistance to administrators, teachers, and staff on program requirements, best practices, and data collection.
• Collaborate closely with the ESOL Coordinator to ensure proper use of Title III funds and that reporting requirements for English Learners (ELs) are met.
• Monitor and evaluate the effectiveness of federal programs by analyzing student performance data and other relevant metrics.
• Use evaluation results to inform program modifications and develop new initiatives that address the specific needs of students.
• Stay current with changes in federal and state legislation, grant opportunities, and educational research.
• Perform any other duties as required or assigned by the Superintendent.
