General Job Description

The Airport Safety Management System (SMS) Manager will report directly to the Director of Development. This position is responsible for the development, implementation, and management of the Horry County Department of Airport's (HCDA) Safety Management System in compliance with Federal Aviation Administration (FAA) requirements, as well as assisting with project management duties as assigned. The SMS Manager will develop, implement, and manage internal safety operational processes in support of HCDA's SMS requirements. The SMS Manager will develop and provide technical SMS safety training, identify and analyze safety issues, and monitor corrective action items to conclusion while advising senior HCDA leadership on safety operations and SMS implementation. Other duties include reviewing technical plans, specifications, regulatory requirements, and aviation safety best practices to ensure continuous improvement in airport development and airport safety for HCDA.

Duties for this Position

Develop, implement, and manage HCDA's Safety Management System (SMS) including safety plans, SOP's, manuals, and procedures. Organize and Chair Safety Risk Management panels as required.

Conduct safety inspections and assessments as identified by FAA regulatory requirements. Monitor progress of SMS recommendations and action plans. Conduct construction, equipment, building safety, and health inspections as identified by FAA regulatory requirements.

Prepare and manage SMS publications and management of SMS educational resources.

Develop and implement safety initiatives and training programs while working closely with Operations, ARFF, Airfields, and Development to ensure success of SMS initiatives and regulatory requirements.

Monitor and analyze safety data to develop long and short term strategies to improve safety, prepare required reports, and SMS data logs as required.

Conduct SMS investigations as required.

Establish and maintain effective working relationships with a variety of tenants, business partners, including critical contacts at federal, state and grant providing agencies.

Assists with coordination with departments and regulatory agencies, airlines, tenants, passengers, department heads, various agencies, executives, immediate supervisor, subordinates, Architects, Engineers, Contractors, county personnel, City, State and Federal Agencies in order to efficiently complete SMS requirements.

Develops processes to communicate policies, safety objectives, and updates on SMS issues with internal and external stakeholders.

Lead and/ or participate in various safety committees as required.

Prepare justifications and recommendations of safety related capital expenditures to meet regulatory requirements as related to SMS.

Develop and maintain file retention programs for important documents in accordance with County policy and procedures.

Preferred computer skills in Microsoft Office applications including Outlook, Word, Excel, Access, and PowerPoint and have general proficiency in Adobe Pro, Photoshop, or equivalent programs. Proficiency in scheduling programs is desirable.

Performs other related duties as assigned.

Requires an enthusiastic, self-reliant, analytical and self-starting approach to meet job responsibilities and accountabilities. Requires computer operator skills to perform job duties and responsibilities.

Additional Information

High School Graduation Required; Associate's degree or higher in Airport Management, Airport Planning, Aviation, Occupational Safety, Business Administration, or a related field preferred.

At least two to five (2-5) years of experience in an aviation safety, aviation planning, aviation development, construction management, or operational management role, including policy implementation and operational decision-making, preferably in an aviation or airport setting, which provides the required skills, knowledge, and abilities to perform the job.

Candidate must pass a background check without indication of possible aviation security risk as required by the Transportation Security Administration, hold a valid South Carolina motor vehicle operator’s license and meet pre-employment drug screening requirements.
