The Legal Counsel position plays an important part at the agency.
In this role, you will be responsible for: * Assisting the Executive Director, senior leadership, and Authority Members in developing and implementing legal strategies and policies for financial assistance programs * Providing legal advice to ensure compliance with federal funding regulations, including EPA terms and conditions * Conducting legal due diligence on project applications and serving as the primary contact for U.S.
EPA waiver requests (e.g., Buy American) * Drafting and finalizing loan, escrow, and PACE agreements with businesses, nonprofits, and government entities * Reviewing legislation and drafting proposed laws or administrative rules as needed * Coordinating with outside general counsel on agency representation * Responding to legal and compliance inquiries from government officials and the public * Assisting staff and counsel with resolving complex legal and regulatory questions * Preparing and delivering legal training and presentations for agency staff, businesses, and stakeholders * Managing records requests and serving as Records Management Officer for public records retention * Providing high-level customer service and collaborating with internal and external partners * Performing other related duties as assigned This position is unclassified pursuant to Ohio Revised Code 3706.04 * Admission to the Ohio Bar pursuant to Section 4705.01 of the Ohio Revised Code * Completion of an undergraduate degree in business administration, management, public administration, science or related field * At least 5 years of experience managing federal funding programs and/or interpreting federal requirements (e.g.
Buy American, Prevailing Wage) Preferred Qualifications: * Previous State Government Experience * Knowledge of clean air technologies (e.g.
solar, energy efficiency), Property Assessed Clean Energy, lending and project financing structures
