Office of Legal & Acquisition Services
The Office of Contracts and Acquisitions (OCA) is housed within the Office of Legal and Acquisition Services and has the expertise and authority for creating agreements and contracts and overseeing the acquisition of goods and services for ODJFS. The mission of OCA is to meet and maintain the highest level of compliance with Federal and State laws, rules, policies, and procedures for acquisitions and contracting for ODJFS and to establish and maintain public trusts and confidence in the stewardship of taxpayer funds.
What You’ll Do
Under administrative direction, assists in program direction by relieving Deputy Director of Contracts and Acquisitions (OAC) of a variety of administrative duties: responds to programmatic issues regarding departmental changes, formulates and implements internal policies and procedures for management of OCA for the Contract and Acquisitions Tracking System (CATS); OhioBuys and other procurement and contracting tools pertinent to the work of the office.
Serves as the administrative assistant for the OCA Deputy Director of ODJFS (e.g. administrative tasks, calendar planning and coordinating, supply ordering).
Acts for Deputy Director (e.g., independently answers complex and/or confidential correspondence; conducts staff meetings to discuss rules and operations)
Provides adjunct administrative support to the deputy chief counsels, senior counsel team and legal administrative support staff.
Serves as the budget coordinator for OLAS by attending budget meetings, tracking and monitoring the office's budget, cost allocation plan and invoices.
Serves as the office's pay card and travel administrator.
Operates as main point contact for OLAS contracts (e.g., Lexis Nexis) by preparing and submitting the required documentation to ODJFS contracts department and ensuring compliance, renewals and payment for OLAS contracts.
Monitors and analyzes administrative and budget operations, systems, or procedures to determine needed improvements. Ensures compliance with all relevant rules, policies, and procedures dealing with fiscal and budget management.
Serves as OhioBuys Admin by troubleshooting user questions regarding operations within OhioBuys and determining the proper resource to contact for assistance as necessary, while setting up and revising in OhioBuys for agency users.
Responds to written and verbal questions from internal and external customers.
Schedule: Monday - Friday, 8 - 5 pm; Candidate must report to the office five days a week.
Travel: Travel required, as needed. Must provide own transportation or, in order to operate a state vehicle, you must have a valid drivers license.

The ideal candidate, at minimum, must have the following:
OPTION 1:
Completion of undergraduate core program in business administration, management science or public administration AND at least 2 years experience in supervisory, administrative and/or managerial position.
Or Option 2:
Completion of undergraduate core program in academic field commensurate with program area to be assigned per approved Position Description on file AND at least 2 years experience in supervisory, administrative and/or managerial position or staff position involving planning, research and/or policy/procedure development.
Or Option 3:
4 yrs. trg. or 4 yrs. exp. in business administration management science or public administration.
Or Option 4:
1 yr. exp. as Program Administrator 1, 63122.
Or Option 5:
Equivalent of minimum class qualifications for employment noted above.

Pay Information
This position is in the State of Ohio’s E1 Pay Schedule, Pay Range 12. Unless required by legislation or union contract, starting salary will be the minimum salary of that pay range (step 1, currently $32.35 per hour). These ranges provide a standardized pathway for pay increases. With continued employment, new hires move to the next step in the range after 6 months and annually thereafter. Cost of Living Adjustments increase wages in these ranges each fiscal year. The current step progression wages are in the table below.
