POSITION DUTIES
General Purpose: The Language Access Manager leads the development, implementation, and oversight of policies and programs that ensure access to government services for Limited English Proficient (LEP) individuals. The ideal candidate is a skilled program manager and passionate advocate for language access who understands the systemic barriers facing linguistically diverse communities and can work across agencies to build lasting, compliant, and effective language access infrastructure. This position will report to the Deputy Director.
Responsibilities:
Play a leadership role in the Maryland Language Advisory Group, in collaboration with the Maryland Department of Disabilities, to make findings and recommendations on oversight, monitoring, investigation, and enforcement of language access laws.
Support the development of template language access plans for use by state agencies.
Support the implementation of agency-wide language access plans and policies in accordance with federal, state, and local laws.
Conduct language needs assessments to determine translation and interpretation priorities based on demographic data and service utilization.
Coordinate translation and interpretation services, including vendor procurement, quality control, and budget oversight.
Train staff and agency partners on language access obligations, and best practices in multilingual service delivery.
Monitor compliance and performance, collecting and analyzing data on language access requests, service outcomes, and user satisfaction.
Collaborate with internal and external stakeholders, including community-based organizations, legal advocates, and other government agencies.
MINIMUM QUALIFICATIONS
Bachelor’s degree or equivalent.
Minimum 3 years of experience in immigrant services, or civil rights compliance, including project or program management.
Knowledge of federal and state civil rights requirements regarding language access.
Strong understanding of cultural and linguistic diversity, particularly in immigrant and refugee communities.
Excellent communication, training, and stakeholder engagement skills.
Experience working on language access issues strongly preferred.
