Job Title: HR Consultant-Labor & Employee Relations- United States Capitol Police- (USCP)

Location: Washington, DC/ United States Capitol Police- (USCP)

Contract: United States Capitol Police/ Washington, DC

Period of Performance: (1) base year and four (4) option years

Start Date: TBD (possibly end of August or September 2025)

Note:

Salary: Compensation up to $57.90 per hour (compensation may be subject to change)

Additional:

Demonstrate a broad range of labor and employee relations expertise to be able to consult with

the USCP LER manager, team leader, and/or HR specialist to initiate work.

A Bachelor’s Degree in Business Administration, Labor Relations, Human Resources.

A degree in management or a closely related field is required.

A minimum of five (5) years of progressively responsible experience in employee relations,

labor relations, leave management, workplace flexibilities, workers’ compensation, and

employee benefits. Knowledge in the interpretation and application of FLSA, FMLA, and the

ADA.

Work Shift: 8:00 AM – 5:00 PM, Monday–Friday

Job Description

The United States Capitol Police (USCP) is responsible for protecting Congress, its legislative processes,

members, staff, visitors, and facilities from crime, disruption, and terrorism.

The purpose of this effort is to provide broad-based management, human capital services, and contracting

support services in support of the mission of USCP, and ensure a mutual understanding of the objectives,

roles, responsibilities, and timeframes related to the Human Resources management efforts provided by

OHR and OAM as it strives to provide world-class customer service to the USCP workforce as a valued

business partner within USCP.

HR Consultant- Labor & Employee Relations will advise and assist with addressing various aspects of LER by guiding the best courses of action available, based on relevant factors and considering the current culture and trends of the organization.

HR Consultant-Labor & Employee Relations may provide support to Employee Relations programs such as the Performance Evaluation and Communication System (PECS), Restricted Duty Program, Leave Programs, Student Loan Repayment Program, and Workplace flexibility programs.

Work may consist of administrative and technical support to subject matter experts in the various programs.

HR Consultant- Labor & Employee Relations may provide administrative and technical services, support, and assistance on federal employee benefit programs, activities, and operations.

Employee benefits include: federal health and welfare benefits, dental, vision, Flexible Spending Accounts, Health Savings Accounts, Retirement Programs, Thrift Savings Plans, and life insurance benefits.

HR Consultant-Labor & Employee Relations may provide administrative and technical services, support, and assistance on Workers’ Compensation programs and benefit issues related to employees with work-related injuries or illnesses.

Qualifications
