Description of Work

This position will design, prepare, or revise roadway plans using CADD (Microstation and Geopack) for Division let, Spot Safety, TIP and other construction projects. Process and evaluate survey raw data files in preparation for each project designed by the Division Design Construct (DDC) Unit. Create horizontal and vertical alignments, typical sections, summary of quantities, pavement marking plans, right of way plans, and erosion control plans ensuring conformance with the project scope while using the appropriate State and Federal design standards. Provide design alternatives for proposed projects with design/construction challenges. Design conceptual maps for the Division staff to use at public hearings, for property owners to better understand the scope of a proposed project and as a support document for funding requests. Review and check final construction plans (prepared by DDC Engineering Technicians and private engineering firms) to ensure they are complete and ready for letting. Serves as technical support to CADD users throughout Division 10. This position will prioritize and assign projects to DDC Engineering Technicians (during design and various stages of surveying) such that the workload is balanced and able to be completed on time. This includes planning, scheduling, and monitoring progress during the development of plans. Provide updates or revisions to technicians to ensure the project scope is met. This position will also supervise DDC Engineering Technicians during design and data collection/construction stakeout of proposed projects. Assist DDC Engineer during interviews for vacant positions in the DDC Unit.

Knowledge, Skills and Abilities / Competencies

Knowledge of NCDOT programming, planning, scheduling and funding procedures

Knowledge of the principles and practices of professional civil engineering as they apply to highway and traffic engineering and transportation planning

Experience planning, developing, designing, scheduling, tracking and completing projects, independently or with minimal supervision

Experience making recommendations and decisions for simple or complex projects

Computer experience including office software and drafting softwareAdditional Expectations:

Possess working knowledge of the principles and practices of Civil Engineering and construction methods, materials and equipment. Skill in the operation of survey equipment, computer terminals and drafting instruments. Ability to understand, explain and administer contracts; interpret construction plans, provisions, standards and specifications. Train, coordinate and supervise subordinate employees. Communicate, establish and maintain effective working relationships with co-workers, contractor's personnel and the general public.

Minimum Education and Experience Requirements

Bachelor’s degree in an applicable field of engineering from an appropriately accredited institution; or an equivalent combination of education and experience. Necessary Special Qualification: May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
