The Department of Health and Human Services (DHHS) is seeking an experienced Organizational Change Management (OCM) Analyst with expertise in change-related strategy and tactics, communications and training to work as a key part of a DHHS team implementing a large-scale, complex, integrated business and technical change initiative.

In addition to extensive OCM background and experience, it is preferred that the candidate has experience in federal government agency health and human services, to include knowledge of Centers for Medicare and Medicaid Services (CMS) Streamlined Modular Certification practices.

This OCM Analyst will support communication and training activities for a state-level project and work closely with the organizational change manager to create a high-quality portfolio of communication and training collateral for all stakeholders. This individual will be responsible for executing training and communication tactics aimed at reaching and engaging internal and external stakeholders. This role will be a part of the broader OCM team, may work on multiple projects and report to the OCM manager.

The OCM Analyst is responsible for embedding OCM practices into DHHS operations areas to support the desired business outcomes. This person will focus on the people side of change, including changes to business processes, systems and technology, job roles and organization structures. This individual may be responsible for executing OCM tactics aimed at maximizing employees’ change readiness and adoption of process changes. This person will ensure that all communications and training collateral adhere to the organization and project standards (e.g. style guides, templates and branding documents).

We are seeking an individual who is well-rounded in the OCM space and has the ability to help individual stakeholders understand, adjust to and adopt the new practice, item, process or tool that is being implemented. A background in both training and communications is required. Additionally, this individual may act as a coach for senior leaders and executives in helping them fulfill the role of change sponsor or change champion. He/She will be involved in change champion and advisory group activities, as needed.

Position Responsibilities

Conducts change impact assessment, training and communication need analysis for the assigned project, including functions, audience, roles and skills, and timing.

Promotes the program vision by executing communication strategies that links adoption of change to successful business outcomes.

Provides organizational change management (training and communication) support for programs, projects, system, and business process changes, as assigned.

Work with subject matter experts, product teams, delivery teams, business and technical representatives and other OCM team members to identify training and communication needs.

Design, develop and deliver a variety of training and communication materials as needed, including but not limited to leadership presentations, articles, newsletters, etc.

Implement metrics to ensure the success of training and communication activities are measured.

Participate in the OCM process, ensuring alignment of all collateral with overarching OCM structure, goals, objectives and processes.

Employs a structured change management methodology to facilitate change and promote commitment to adapt to the change. Knows how to tailor this methodology to be culturally appropriate for the enterprise and program.

Coaches change agents and change champions within the stakeholder community to create stakeholder understanding and influence successful organizational change.

Position Requirements

Required:

Bachelor’s degree or higher in business, technology, or related field.

Three or more years of experience in Organizational Change Management and Communication.

Extensive presentation skills; dynamic presentation development skills and the ability to communicate succinctly with different levels of stakeholders.

Keen eye for presentation, design and writing.

Experience with and deep knowledge of change management methodologies, approaches and tools.

Track record of successful organizational change experience with a solid background in communication and training.

Demonstrated experience in working with diverse teams.

Exceptional written and oral communication skills — essential for interacting with key stakeholders across the project, in order to manage, inform and influence successful project outcomes.

Good working knowledge of industry-standard project management methodologies.

Strong organization, planning, problem-solving, decision-making skills and attention to detail. Comfortable prioritizing and managing multiple tasks with minimal direction.

Proficiency in Microsoft Office tools (Outlook, Word, Excel, PowerPoint).

Complete fluency in speaking and writing in the English language.

Preferred:

Five or more years of experience in Organizational Change Management (Training and Communications).

Experience in federal government agency health and human services, to include knowledge of Centers for Medicare and Medicaid Services (CMS) Streamlined Modular Certification practices.

Organizational Change Management Certification (Prosci)

Experience in designing and implementing business process changes.

Qualification
