Our client is currently seeking an experience Procurement Analyst who will be supporting the AD (Acquisition Div.) in coordinating, analyzing, advising, evaluating procurement programs, assisting in developing policies and procedures.

Position Summary:

>Applying comprehensive knowledge of the FAR and HHSAR acquisition process to support the execution of acquisition process, establishing policy, and procedures

>Provide technical advice, guidance, policy direction, program support & troubleshooting on the most complex acquisition matters that arise

>Maintain responsibility for applying expertise in contract rules and regulations

Job Functions/Objectives:

-Stand-up a policy department and implement processes

-Create a contract management system for files

-Provide sound contractual policy advice and assistance to the AD and team members in carrying out requirements.

-Develop acquisition policies and procedures, ensuring compliance with Federal Acquisition Regulations (FAR), Health & Human Services Acquisition Regulation (HHSAR), and Federal statutes.

-Provide oversite and direction to the AD staff in preparing responses to audits, inspections and Administrative inquires (FOIA) that are submitted.

-Reviews operating procedures, and automated data systems ensuring corrective action is taken to remedy deficiencies.

-Conduct training for contract personnel to improve acquisition practices.

Serves as an advisory interface point with the contracting office during all phases of the acquisition process.

-Serves as advisor to functional area leads in procurement planning meetings.

-Advise program officials of the procurement objectives to be used and provides oversight for necessary modifications to clarify questions concerning such topics as specification changes, language ambiguities or clarification of contract clauses.

Qualifications:

-Minimum, a four (4) year college degree, with at least 24 hours of business studies

-Minimum of fifteen (15) years of federal contracting experience (either as a federal employee or a contract employee in support of a federal contracting office)

-Equivalency of a Level 3 FAC-C and/or DAWIA Level 3 Contracting Certification

-Applicants selected will be subject to a Public Trust background investigation.
