POSITION RESPONSIBILITIES:

Kiliuda is looking for a Program Manager to manage Mail Room services supporting the USPTO Trademark ™ Services Pre-Examination Unit. The administrative work supports other TM office functions and provides customer service to internal and external customers. These administrative support functions provide smooth handling of incoming and outgoing mailroom services, paper TM application handling and scanning functions, fees processing, refunds processing and cashier duties, scanning documents related to TM applications and registration, managing email boxes for TM requests from TM examining attorneys and customer requests.

Manage all Mail functions as follows:

Sorting: Deliver and track mail to established mailstops within TM Offices and designated stops within USPTO campus twice daily; pickup of mail at additional on campus locations; assisting couriers with deliveries.

Outbound Mail functions: Pick up of mail from established mailstops within TM Offices and designated stops within USPTO campus twice daily; Applications of appropriate postage with postage meters, prepare letters for mailing with Inserter/Folder machine; preparation of courier shipments, assist TM employees with mail needs and courier mail.

Interaction of the TM mailroom staff with the Patents Office Mail Center to exchange errant mail and provide support to ensure smooth delivery of all USPTO Mail.

Assists TM employees with mail needs and courier mail.

Mail Operations may be requested to provide miscellaneous support related to moving mail, parcels and files for TM staff

Mail room staff shall be familiar with mail operations and equipment to properly use mailroom equipment, such as mail/postage meters, insert/fold equipment, mailroom practices and USPS postage practices.

Mail Room staff shall be trained to detect and respond to suspicious packages

Monitor daily throughput of the contractor’s work into the TM systems and notify TM of problems and concerns.

Concerns are quickly identified, resolved, or escalated. A separate monitoring workstation is provided for this activity.

POSITION REQUIREMENTS:

US Citizen;

Ability to pass a federal background investigation;

Bachelor’s Degree

Minimum of Seven (7) years in a government contracting environment

Three (3) years’ experience in management or leadership

Management experience working with professionals

Exercise independent judgment and analytical skills in solving complex and unusual managerial and technical problems.

Provide management and technical direction of program and provides internal planning, guidance and management structure for tracking accomplishment of work assigned.

Provide direction and oversight to working supervisors, team leaders or staff in other types of leadership positions.

Organize, direct and coordinate planning and production.

Oversee tasks, projects or task orders that vary in size and complexity with staff

Ensure maximum effectiveness in use of resources.

Provide innovative management solutions to client.

Lead or assist with all activities related to staffing such as: recruitment, orientation, training, staff production, counseling, remediation, evaluations and performance appraisals, and voluntary or involuntary separation.

Contribute to new initiatives or projects, for example, contributes to formal training initiatives for new examiners.

Develop plans to address workload spikes.

Prepare reports and for other deliverables.

Ensure that new projects or initiatives fall within LOE (level of effort).

Communicate client expectations to contract staff.
