determination that qualifies all consumers for entry (or denial) into public mental health system as defined by Detroit-Wayne Mental Health Authority policy.

-Master’s Degree in Psychology, Social Work, Counseling or Psychiatric Nursing

-Applicant must possess a full license in one of the following disciplines: LP/LLP, LPC, LMSW, NP/RN.

-5 years post-master’s work experience in mental health and substance abuse services with clinical experience with all target populations (SMI, SED, DD, SUD)

-3 years work experience in Supervision, Management or Administration and/or 3 years work experience in Utilization Management

I. JOB SUMMARY/SUMMARY OF RESPONSIBILITIES:

The Access Center Clinician has the primary function of providing clinical screenings/assessments, including a diagnosis that ensures eligibility coverage

determination that qualifies all consumers for entry (or denial) into public mental health system as defined by Detroit-Wayne Mental Health Authority policy.

II. SPECIFIC RESPONSIBILITIES:

a. Access Center Clinicians shall ensure that all aspects of the Clinical Screening process are conducted by:

i. Conducting a triage on all calls to determine if it emergent, urgent or routine

ii. If clinically appropriate, conducting warm transfers for any caller in crisis to a crisis counselor and resource at Protocol

b. Conducting a brief clinical screen utilizing the approved screening tools in MH-WIN to determine the likelihood of a mental illness and/or substance use

disorder, or developmental disability, as well as the preliminary identification of other needs

c. Ensure that an initial diagnosis is made as part of the screening process

d. Completing all clinical screening tools including crosswalk documentation as well as all processes within the MHWIN system.

e. Have a working knowledge of the LOCUS and CALOCUS tool.

f. Determining the clinical eligibility of the individual that qualifies him/her for services and supports.

g. Authorizing the consumer’s access into the public mental health system for a comprehensive assessment and any immediate services and supports needed as a

part of the person-centered planning process.

h. Conducting face to face screenings when necessary.

i. Making a determination if indicated, in accordance with DWMHA policy and guidelines to place an individual on the waiting list

j. Denying a consumer’s access into the public mental health system due to ineligibility

k. Where applicable, referring Medicaid beneficiaries who are not eligible for specialty services to Medicaid fee-for-service or the Medicaid Health Plan for

mental health services

l. Observing and adhering to all HIPPA and Recipients Rights policies and procedures

m. Providing consumer–oriented, professional, and compassionate service

n. Access Center Clinicians shall ensure that all aspects of their position are conducted by:

i. Attending and /or completing monthly required trainings

ii. Attending monthly staff meetings

iii. Reporting any concerns/questions to their supervisor immediately.

iv. Conducting themselves professionally while interacting with staff and management.

v. Working together to assist colleagues and supervisors as needed

vi. Expressing empathy and compassion to the caller/consumer.

vii. Completing all other assigned tasks as instructed

III. QUALIFICATIONS:

a. Education: Applicant must have a minimum of a Master’s Degree in Psychology, Social Work, Counseling or Psychiatric Nursing. Applicant must possess a full license in one of the following disciplines: LP/LLP, LPC, LMSW, NP/RN. Applicant must have 5 years post-master’s work experience in mental health and substance abuse services with clinical experience with all target populations (SMI, SED, DD, SUD). Applicant must have 3 years work experience in Supervision, Management or Administration and/or 3 years work experience in Utilization Management.

b. Credentialing: Applicant must be credentialed by DWMHA to work with the following populations: SED, DD, SMI, MI, ED, and SUD. (This process may occur once hired, as long as the individual possesses the necessary degree/license and only needs to complete required training for credentialing. Training and submission for credentials must be completed within 90 days of hire).

c. Clinical/Writing Skills: Must be able to successfully pass a proficiency test to assess clinical and writing skills.

d. Computer Skills: Must have the ability to use integrated telephone/computer systems

IV. JOB SPECIFIC COMPETENCIES

a. Excellent organizational, time management and communication skills;

b. Knowledge of utilization management and managed care concepts and processes and ability to analyze specific utilization problems, plan and implement solutions that directly influence quality of care

c. Knowledge of DSM IV and diagnostic skills.

d. Ability to work with a variety of populations of consumers including individuals with severe and persistent mental illness, developmental disabilities, substance abuse and co-occurring disorders and children with severe emotional disturbance.

e. Ability to conduct effective assessments and formulate diagnostic determinations including differential diagnosis within designated time frames.

f. Ability to write clear and concise clinical documentation and communicate individual and person centered treatment recommendations and integrative summaries.

g. Ability to demonstrate flexibility and respond quickly to change in a fast paced and complex environment.

h. Having the ability to work in a team environment.
