Position : Business Analyst

Location : Dimondale MI

Duration : 12+ Months

Business analyst for Treasury’s highly complex systems for the Bureau of Local Government. Performs business analyst duties related to the requirements gathering, design, development, enhancement, implementation and maintenance of applications and systems for this Bureau.

Assists with documentation, training materials, and knowledge transfer between technical teams and end-users.

Prepares solution options, risk identification, and financial analyses such as cost/benefit, ROI, buy/build, etc. Writes detailed description of user needs, program functions, and steps required to develop or modify computer programs.

Serves as a technical consultant to Treasury clients to develop solutions to streamline critical business processes according to Treasury’s strategic plan.

This position is integral to developing and maintaining the Bureau of Local Government’s processes, streamlining critical business functions, data integrity, and securing Treasury systems.

Position performs as an information technology professional participating in a variety of analytical assignments that provide for the enhancement, integration, maintenance and implementation of Department of Treasury’s policies, procedures, and information systems.

Ability to facilitate meetings with end-users and development teams to develop and document requirements Required 7 Years

Ability to translate complex, technical documents into business-friendly materials Required 7 Years

Ability to conduct necessary research and analysis to evaluate solution options, cost/benefit analyses, risk and security assessments techniques Required 7 Years

Ability to conduct necessary research data warehousing/sampling techniques Required 7 Years

Experience with building new programs and/or applications, organizational development, and securing “buy-in” from multiple stakeholders Required 7 Years

Experience working with State and/or Local entities Required 7 Years

Strong verbal and written communication skills with an ability to build consensus and effective teams Required 7 Years

Adaptable and able to work independently with limited supervision Required 7 Years

Agile development/Certified Scrum Master Desired 3 Years

B.A. in Information Technology Desired 3 Years

Familiarity with public sector requirements of Open Meetings Act and Freedom of Information Act Desired 3 Years

Familiarity with public sector boards, commissions, councils, etc. Desired 3 Years

Familiarity with cybersecurity protocols and risk management approaches Desired 3 Years

Familiarity with reading and interpreting complex documentation (e.g. legal and technical documents)
