Position Overview:

Reporting to the Accounting Manager, the Billing Specialist will bill our Government Services clients and process related internal invoices for the associated subsidiaries of our organization.

In addition, this position will support the Accounting Division in other areas as assigned.

Deltek Costpoint experience is highly desired. Selected candidate will be focused, having excellent attention to detail coupled with strong multi-tasking ability.

Review and comprehend contractual requirements related to billing for government contracts

Prepare monthly invoices for accurate and timely submission – CPFF, CPIF, T&M, Fixed Price LOE and FFP,

Submission of invoices via email and WAWF

Monitor A/R cash flow and collections

Professionally interface and engage with clients to ensure invoicing meets client expectations

Interact and build excellent working relationships with program managers and senior management staff

Compare actual project expenses against contract terms and conditions for accuracy

Meet deadlines within the billing cycle and productivity targets

Track and monitor unbilled cost for contracts

Provide AR financial information as requested; participate in management finance meetings

Create and maintain billing files

Reconcile unbilled receivables on a scheduled basis

Reconcile monthly billed/unbilled vs. revenue activities

Assist with internal and external audits as needed

Complete Retroactive rate adjustments within Costpoint based on contractual requirements

Assist in Yearly Incurred Cost Submissions as needed

Support Accounting Manager with division accounting tasks as needed


Eligibility to work in the United States;

Ability to pass a background check investigation

Required Education/Skills:

High School Diploma or Equivalent;

Bachelor’s Degree in Business, Accounting or Finance;

Or possession of an equivalent combination of formal education:

4 years of related work experience and on the job training

Excel proficiency required

Ability to multi-task, meet deadlines and work effectively with multiple priorities and new assignments

Excellent problem solving and process improvement skills

Professional oral and written communication skills

Occasional evening hours may be required to meet deadlines.

Preferred Skills/Experience

1-2 years of experience working directly with all aspects of accounts receivable in a government environment

Experience with Deltek CostPoint desired

WAWF submission experience desired

Working knowledge regarding billing CPFF, T&M, and Fixed Price LOE contracts required

Knowledge of Federal Acquisitions Regulations (FAR) and DFAR

Experience with COGNOS/Impromptu a plus
