Responsible for the design and development of IT systems. Ability to organize and lead small teams to resolve complex business problems. Acts as liaison between the customer and the IT organization in order supply technical solutions to meet user needs. Analyzes customer operations to understand requirements and determine opportunities to streamline processes. Ability to translate high level customer requirements into functional specifications for the IT organization. Identifies data sources, constructs data decomposition diagrams, provides data flow diagrams and documents processes. Understands technology trends and uses this expertise to develop customer solutions. Develops design and functional specifications, produces project related deliverables, and assists in post implementation support and system enhancements. Responsible for compiling and synthesizing information concerning technology processes or systems. Bachelor's degree in computer science, information systems, business administration, or other related field. Ability to manage multiple assignments Superior written and oral communication skills. Able to matrix manage, have strong project work and project planning experience.

Description

Acts as project manager/team leader in support of large, complex, and multi-functional computerized system(s); assists in preparation of the computer services budget; monitors assigned budget(s) for designated data processing/applications systems as assigned - Organize and lead small groups to resolve complex business problems - Work with business customers to understand requirements and develop specifications for large-sized projects - Identifies data sources, constructs data decomposition diagrams, provides data flow diagrams and documents the process - Writes codes for database access, modifications, and constructions including stored procedures - Oversees, coordinates, and participates in organizational, operational, and procedural analyses to determine information input, work processes, and desired output for potential and/or up dated computerization for a large number of users in support of a multi departmental or county wide applications; reviews and analyzes a variety of forms, documents, reports, data output, and record-keeping requirement Bachelor's degree in area of specialty. Ability to handle multiple assignments Superior written and oral communication skills Able to matrix manage, have strong project work and project planning experience.

JIRA and Agile development methodology experience required.

XML and Middleware API design\integration experience required.

Project management experience required.

Flowcharting and documentation experience required.

Excellent written and verbal communication skills required.
