James City County’s nationally accredited and gold medal award winning Parks & Recreation Department is seeking an individual to perform experienced work in the planning, development, supervision, management, and evaluation of recreation programs, classes, and activities for all groups, ages, and interest levels and special populations within the County.


• Provides effective supervision of assigned staff and volunteers including selection, performance management, employee relations, training, prioritizing and assigning work, and related activities.

• Coordinates and manages multiple, year-round recreation programs, associated leagues, and events; coordinates programming opportunities with division staff, volunteers, instructors, and partner organizations.

• Prepares, develops, and monitors the annual budget, performance measures and statistics, program and service evaluations, marketing efforts, and other daily administrative functions for assigned program area.

• Serves as primary contact and liaison to County staff and community partners, for training and best practices in assigned program area may represent the department on interagency councils, committees, community agencies, and groups.

• May be responsible for the daily operations of a park or facility that may include the coordination of maintenance, cleaning and inspecting, reservations, programs, events, project management, and fiscal transactions; ensures assigned facility or park operates in accordance with County safety policies and procedures and specific regulations that pertain to unique amenities.


• Any combination of education and experience equivalent to a Bachelor's degree in recreation or related field, preferably from a National Recreation and Parks Association (NRPA) accredited college or university; and, considerable experience in community recreation program planning, design, implementation, and evaluation; leading and supervising diverse staff and volunteers; and, experience in facility management.

• Must possess a valid Virginia driver’s license and have an acceptable driving record based on James City County’s criteria.

• Must possess or obtain within 6 months of hire a Cardiopulmonary Resuscitation Certificate and a First Aid Certificate from the American Red Cross.

• Considerable knowledge of varying types of demographics and associated needs; the principles and practices of recreation administration and supervision; the principles and methods of program planning and evaluation; stages of growth and development and safety and health practices of varying age groups and abilities; recreation and program procedures according to industry standards; and, leadership techniques, principles and procedures to assign work, schedule, supervise, train, and evaluate the work of assigned staff; knowledge of principles and processes for providing customer service including setting and meeting quality standards for services, and evaluation of customer satisfaction.

• Skill in use of computer software, especially Microsoft Office Suite; excellent customer service; and, written and oral communication.
