Position Information

This is a full-time, permanent (probationary) position.

Special Working Conditions:

This position may require the incumbent to be on-call 24/7 to assist in revolving emergency or urgent issues. The incumbent is required to maintain contact with their campus outside of their normal working hours on a regular basis via the separate On Call Procedures. Remote contact shall include telephone, cell phone, wireless data access device, remote monitoring of any hardware or software device, and/or electronic mail notification regarding the status of a campus system.

Salary Range and Max Salary

The salary range for this classification is:$4,372 - $10,478 monthly.

Conditions of Employment

Satisfactory completion of a background check (including a criminal records check) is required for employment. Department: Information Technology - Development & Digital Convergence

The Division of Information Technology is responsible for providing leadership and support in information technology for the entire CSU Dominguez Hills community. The Division promotes IT solutions that improve the teaching, learning, research, and administrative environment of the University. The Vice President / CIO provides overall management of the Division of IT. The Division of Information Technology is comprised of eight operational units: Service & Financial Mgmt, User Services, Academic Technology, Infrastructure & Production Services, Information Security, Development & Digital Convergence, Innovation Incubator, and Operational Effectiveness, Planning, & Analytics.

Major Duties

Under the general direction of the Associate Vice-President of Development and Digital Convergence, the incumbent is responsible for providing complex technical support for the application development, implementation, and maintenance of mission-critical enterprise systems including, of Oracle/PeopleSoft all Finance, Human Resources, Campus Solution modules and/or other and/or related systems and associated databases to meet user business and campus information needs. Incumbent must demonstrate a clear understanding and development skills for PS Finance modules of Purchasing/GL/AP/etc, Human Resource modules of HR/Ben Admin/Benefits/etc, Campus Solution modules of Student Records/Financial Aid/Admissions/Campus Community, and others.

Qualifications

Required Education:

Bachelor's degree from an accredited four-year college or university in Computer Science, Computer Information Systems, Information Systems, Engineering or a related field.

Required Experience:

3-5 years of related work experience developing and maintaining enterprise-level PeopleSoft Finance/Human Resources/Campus Solutions applications.

Required Knowledge, Skills, and Abilities:

Knowledge of:

Campus-defined systems, applications, and standards

Structured programming techniques, relational database design, and file structure

Knowledge and skills in applications programming and systems analysis

System development life cycle and structured systems development concepts

Formal data flow analysis methodologies

Data administration principles and data modeling concepts

Administrative systems development and workflow processes

Oracle/PeopleSoft Tools 8x or higher

Client/server technologies

Skilled in:

Development and support experience in a CSU, CMS and PeopleSoft environment. Experience with Oracle/PeopleSoft 9.x or higher tools: Application Designer, PeopleCode, Application Engine, Component Interface, Integration Broker and Messaging, PeopleSoft Portal, Data Mover, Microsoft Office (Excel, Word, PowerPoint)

Knowledge of relational database design and implementation.

Hands-on expert experience developing and/or programming SQR, Crystal Reports, XML Publisher, Application Engine, Oracle Stored Procedures, PeopleTools, PeopleCode, Component Interface, Business Interlinks, PeopleSoft Application Designer, Oracle Database and Oracle development tools such as PL/SQL.

Knowledge of PeopleSoft Portal and web development tools such as Java, HTML, XML, and AJAX.

Strong interpersonal and customer service skills, with the ability to communicate technical computing related topics and solutions to a nontechnical audience.

Excellent written and verbal communications skills.

Ability to take initiative and willingness to work long hours when necessary.

Ability to understand business processes for Human Resources, Finance and Academic units in an academic environment across various departments.

Using systems workflow and logic flowchart techniques

Applying and using operations analysis and structured design analysis techniques

Specialized Materials:

The position activities may require the use of the following equipment, machinery, tools, vehicles and/or office equipment: Personal computers; calculator/adding machine; fax machine; telephone; e-mail; filing systems; various software applications including PeopleSoft/Oracle, PeopleTools and other related third-party tools, Excel, Word, PowerPoint, Access, etc.; file and database servers, database programs; reporting tools such as PeopleSoft Query, nVision, Crystal, Brio, and Structured Query Report Writer (SQR).

Responsibilities

75% - Perform system design and development of complex applications and programs based on the policies and procedures of PeopleSoft (Common Management System) applications. Develop application programs and functional solutions utilizing PeopleSoft Application Designer, Integration Broker, PeopleCode, SQR, DataMover, Application Engine, and other Oracle/PeopleSoft tools. Perform work independently and troubleshoot issues with application programs. Function as a contact for user support and perform initial assessment. Research all user issues and independently resolve a wide range of technical problems for a diverse constituency of campus users. Assist with the planning, design, development, and deployment of enterprise projects, making sure timelines and deliverables are met, and ensures technical documentation are completed accurately, using the CMS guidelines recommended by the Chancellor's Office, and the campus development standards Independently plans, and manages assigned projects through to completion. Provides technical project leadership, cross-functional coordination, facilitation and consultation for campus enterprise systems emerging technology. Apply updates, fixes, and new functionality. Conduct testing on all updates, fixes, and new functionality.

Consult with campus stakeholders to develop and review requirements and feasibility of technical solutions. Assists management in developing project scope, timelines and customer expectation

Interact with a wide variety of faculty, staff, managers, and vendors to understand and address problems from a broad, interactive perspective and develop long-range technical solutions that combine information and ideas in new and unprecedented ways. Primarily in support of Administrative systems and processes.

10% - Prepares documentation, including logic/technical diagrams, report and record layouts, detailed

program specifications, program instructions, and procedures.

10% - Prepares technical specifications for the development of reports and other output. Uses query tools

such as PeopleSoft Query to create ad-hoc reports on demand. Monitors scheduled jobs (processes

and reports). Develop and document technical specifications and test plans with consideration of data/system integrity, feasibility, integration needs and security.

5% - Performs other related duties as assigned
