Looking for 10 years experience

Sr RF Consultant with 10+ yrs of experience working at a Public Safety Answering Point (PSAP). Duties include overseeing public safety communications radio solutions, evaluations, implementations and operations.

The consultant will be responsible for performing research and technical analysis of frequency authorization requests, available spectrum assets and applicable regulations to determine availability and acquire spectrum resources. Moreover, the consultant will coordinate FirstNet planning and implementation activities and work with local stakeholders to define and develop coverage and usage scenarios. In addition, the candidate will oversee public safety communications solutions, evaluations, implementations and operations. The consultant will be responsible for conducting regulatory compliance assessments of radio frequency operations and validation. Activities will include management of vendor relationships and system performance testing, troubleshooting and optimization.

Required Skills

• 10 years of experience working in a PSAP

• 10 years of executive presentation experience and communications skills

• 10 years of experience managing complex projects

• 10 years of experience developing and implementing plans and budgets for public safety wireless systems

• Relationships with reginal public safety decision makers

• 10 years of experience in designing and managing public safety systems, including but not limited to LMR and P25 LTE

• 10 years of public safety and commercial Wireless Systems SOP writing experience

• 2 years of experience with coordinating and facilitating FirstNet planning activities

• 5 years of experience supporting, implementing, and operating radio over IP solutions for Public Safety

• 10 years of experience and detailed knowledge of public safety voice and data interoperability

• 10 years of experience working with FCC rules, regulations, and licensing applications

• 10 years of experience and knowledge of public safety wireless systems operated by Metropolitan organizations, such as the District of Columbia

• 10 years of experience and skills to manage scope, schedule, cost and quality control

• 10 years of experience managing cost of network, optimization, and etc.

• 10 years of experience managing equipment vendors and understanding of their capabilities and constraints

• 5 years of large fleets (greater than 5,000) Public Safety radios programming management experience

• 3 years of experience and knowledge of PSAP operations

• Bachelor’s Degree in related field

CONTRACT JOB DESCRIPTION

Responsibilities:

1. Coordinates IT project management, engineering, maintenance, QA, and risk management.

2. Plans, coordinates, and monitors project activities.

3. Develops technical applications to support users.

4. Develops, implements, maintains and enforces documented standards and procedures for the design, development, installation, modification, and documentation of assigned systems.

5. Provides training for system products and procedures.

6. Performs application upgrades.

7. Performs, monitoring, maintenance, or reporting on real- time databases, real-time network and serial data communications, and real-time graphics and logic applications.

8. Troubleshoots problems.

9. Ensures project life-cycle is in compliance with District standards and procedures.
