Major purpose

The Senior Program Planning & Controls Analyst will be responsible for supporting the Program Manager in planning, staffing, and execution of programs :

• Responsible for detailed program planning, scheduling, tracking, analysis of program performance, financials and reporting throughout the program lifecycle.

• Applies program management, financial standards and processes and works closely with program managers to maintain scope, schedule, and financial baselines, Estimate at Complete (EAC), forecasts, trend analysis and customer reports.

• Maintains program updates, artifacts, metrics, and Action Item List to support Phase Gates, Baseline Change Management, Program Management Reviews (PMRs), and Integrated Product Team (IPT) meetings.

• Continuous improvement with a focus on Procedure, Tools & Training, identifies improvement in process & standards, undertakes training of standard process & techniques.

• Expected to Coach/Train other PP&C staff as required.

Generally assigned to large, complex Programs, e.g. Multi-site, Multi Sub-contractor, Multi Customer.

Major functions: KEY RESPONSIBILITIES:

• Supports the development of program management plans, estimates, creation of baseline budgets and risk management. Helps identify and document program constraints and assumptions. Identifies milestones and applies earned value methodology, including development of a product based Work Breakdown Structure (WBS).

• Develops schedules updates the schedule on a regular basis and utilizes techniques such as Float or Buffer, Critical Path Analysis, and

Technical/Functional skills:

Education/Experience/Licenses etc.: QUALIFICATIONS

• Bachelor’s degree required; Business, Finance, Accounting, or Management Information Systems preferred

• 2-4 (or 1-2 with Master’s Degree) years’ experience in program data analysis preferred in an engineering development environment, preferably in aerospace

• Expert communication and presentation skills – both verbal and written, with the ability to make necessary status reports

• Strong analytical skills and business acumen

• Strong knowledge of Earned Value Management data analysis and reporting

• Expert in MS Project, Milestone Professional, Excel, Word, and PowerPoint

• Strong Collaborative/Influential skills - Needs to help hold IPT members accountable to meeting commitments and provide updates on a timely basis.

Must be an expert in Microsoft Project.
