Description of Services

Referral Management Center (RMC) Administrative Technician is to provide services required for Government beneficiaries. The Contractor shall conduct administrative functions at the 52nd MDG at Spangdahlem Air Base, Germany, also referred to as the “Medical Treatment Facility” MTF herein. Performance shall be according to the requirements contained in this performance-based work statement (PWS), professional standards of the Joint Commission (JC), and Health Service Inspection (HSI).

Specific Tasks

Duties required by the RMC Administrator are as follows, but not limited to:

• Initial MTF specific training will occur during Orientation of this PWS. Additional training may be required as guidelines change.

• Assists in preparing a wide variety of recurring and some nonrecurring correspondence, reports, and other documents

• Proofreads/edits documents. Ensures coordination procedures are followed

• Assists in preparing patient briefing packets, routing/delivery of correspondences (referrals, CDs, reports, etc.) from RMC staff throughout the MDG

• Provide front desk coverage. Receives telephone calls, greets visitors, and receives/relays messages for RMC staff members. Provides excellent telephone etiquette and communication skills

• Assists with scheduling of patient appointments (internal/external appointments) and documenting/tracking of the referral in the Referral Management System (RMS) Tracking Database and within the Composite Health Care System (CHCS)

• Verifies patients are registered In CHCS and DEERS; updates demographic information as needed. Obtain current, accurate contact information (i.e. cell/home phone number)

• Assists with scheduling of specialty referral appointments to MTF or Network providers using correct CHCS booking procedures, Access-to-Care (ATC) standards and established clinic capability/booking protocols. Performs/assists with appointing network specialty care referrals as allowed by the Managed Care Support Contractor (MCSC)

• Advises/brief patients of the provider, location, time and day of referral appointments or requests the patient to call back for appointment information if not provided appointment prior to leaving MTF for MTF and network provider initial specialty care appointments

• Assists team members in providing pre-appointment instructions to patients as indicated by the MTF

• Assists in submitting referrals to the appropriate reviewer when required for medical necessity and appropriateness review

• Assists in tracking initial specialty care and deferred to Network primary care referrals to include obtaining reports from MTF and network providers

• Assists in documenting patient appointments in CHCS and/or RMS Tracking Database

• Assists with the creation of referrals into standard format for submission to request appointments on DD Form 2161, Referral for Civilian Medical Care

• Assists with coordination of referral authorizations from International SOS (ISOS)

• Will track results of referrals received and coordinate documentation with applicable healthcare provider

• Will track open referrals on recurring basis to ensure ATC standards are maintained and notify patient and healthcare provider as applicable

• Will assist in making copies of medical records for Release of Information as required

• Will perform other administrative functions as requested

• Will assist in coordinating translation services for beneficiaries with translation contract services

• Will communicate with host nation hospitals/healthcare providers to facilitate beneficiary referral requirements as needed.

Educational and Skills Requirements:

• Knowledgeable with the usage of standard office equipment, such as computers, typewriters, copiers, fax machines, telephone systems and office automation systems, to perform a substantial range of office support Unrestricted Registered

• A fully qualified typist with a minimum of 70 WPM is required.

• Proficient in Microsoft Office software. Able to use various programs, such as Word, Excel, Access, and PowerPoint.

• Medical Terminology: Knowledge of basic medical terminology.
