The Interim Finance Manager, jointly with the Budget and Finance Manager, will primarily be responsible for strengthening and expanding current accounting and financial management systems of LinkBuild’s operations and business activities.

The Interim Finance Manager, with support from the Budget and Finance Manager, shall have the following functions and responsibilities:

1. Determine and follow up with Finance Team the level of quality and reliability of monthly financial databases.

2. Work closely with LinkBuild staff and partners by providing accounting/financial information and actively participating in the yearly operational budget approval process.

3. Suggest and coordinate the implementation of different projects such as new accounting treatment at the national program level (fund accounting, accounting for subsidies, improving cost structure of new products, standardizing systems databases following national office requirements, etc).

4. Work with Finance Team to follow up on action plans related to internal and external audits.

5. Closely monitor LinkBuild’s capital and capacity loans and provide advice to management to minimize risks of current and future investments.

6. Conduct reviews of internal controls at national office and in projects/regions;

7. Develop/adapt necessary training plans and provide capacity building support to national and project staff as well as project partners, in streamlining overall financial management including internal controls.

8. Perform follow-ups to ensure that audit recommendations have been implemented.

9. Ensure that national office conducts sound annual external audit, including presenting Action Plan with Audit Report and follow up implementation.

10. Prepare LinkBuild’s annual financial report and undertake other tasks in preparation for its financial audit.

11. Support the Executive Director and relevant operation officers and managers in the performance of their financial management and budget monitoring functions by providing necessary information and reports, and performing other related tasks as required.

12. Generate monthly variance reports per program/project.

13. Prepare regular program/project financial reports as required by funding partners and by the LinkBuild Board of Trustees.

14. Initiate the development of LinkBuild’s financial management policies and of a financial/accounting manual.

15. With support from the Budget and Finance Manager, initiate the formulation and/or refinement of LInkBuild’s 5-year financial plan, including cashflow projections, as essential to achieving targeted institutional and program sustainability.

16. Assist and inform/provide inputs to the Executive Director in the preparation of an annual financial plan and in the preparation of proposed budgets for various projects/programs.

17. Propose and implement changes to improve the financial management, accounting and administrative systems of LinkBuild.

18. Keep abreast of current legislation and rulings on tax and accounting matters, financial reporting and tax incentives for non-profit organizations, etc.

19. Supervise, lead and mentor the Junior Finance Officer/Bookkeeper and the Administrative Assistant in the performance of their finance-related functions.

20. Ensure that only properly authorized expenses and purchases which have already been incurred and received are vouched and paid for.

21. Monitor the compliance and implementation in securing all collections and receipts as per its policies; as well as monitor loan repayment schedules and propose measures to ensure that these are met.

22. Monitor and ensure the correctness of payroll records, and that only properly authorized personnel are paid for.

23. Prepare statutory accounts and audit schedules in conjunction with the Board Treasurer and Executive Director; liaise with the auditors during the annual audit as required.

24. Review monthly management accounts and quarterly projections to year end with Executive Director and Board of Trustees and ascertain reasons for variances; and make amendments as required.

25. Undertake other tasks as may be mutually agreed upon.

26. Accountable to Executive Director and the Budget and Finance Manager.
