Direct Hire Fulltime position for a PeopleSoft HCM Functional Analyst in Washington, DC

Our client is seeking a PeopleSoft HCM Functional Analyst. Candidates must have either an Interim or Active DoD secret clearance.


• Analyze actual and predictable interacting operational activities of a business system to obtain a quantitative, rational basis for decision-making or resource allocation.

• May have subject matter expertise in a specific application.

• Provide integral support in the requirements determination, conceptualization, design, development, testing, verification and validation, documentation, and implementation of modeling and simulation based decision support system applications.

• Utilize modeling and measuring techniques, mathematics, statistical methods, engineering methods, in determining solutions.

• The PeopleSoft Functional Analyst is responsible for supporting the DoS HR Bureau Customer’s systems. This person will support all aspects of PeopleSoft Federal HRMS 9.x operations with respect to system functionality, performance, troubleshooting, system testing, customer communications, and interfacing with PeopleSoft and other technical staff supporting HR/EX/SOD systems.

• Problem Solving/Complexity: Assignments are typically broad in nature, requiring discretion and ingenuity.

• Identify key barriers/core problems and applies problem-solving skills to resolve complex situations.

• Typically confer with managers or superiors on unusually complex matters.

• Supervision Received/Independent Judgement: Operate with considerable latitude performing work with instruction limited to results expected.

Required Qualifications:

• Experience with PeopleSoft – Core HR Federal Product, using Position Management, Job Profile Management in 9.1, ePerformance, Base Benefits, Custom Payroll Interface, Self-Service Functionality, and Person Model Knowledge.

• Has advanced subject matter expertise in PeopleSoft HCM family. Plays a role in overall functional strategic planning for the DOS HR Bureau customer.

• Candidate must be able to create, execute, and document test cases/results based on requirements provided.

• Candidate must be able to define requirements based on current functionality and SME knowledge.

• Person will be able to map the requirements to test scripts and validate not only documented requirements but validate current functionality against identified business processes and test scenarios.

• Candidate must be able to work closely with technical resources to map functional design to technical design.

• Candidate must be very conversant with Federal HR and payroll processing, ePerformance, eTelework, and other HCM modules in PeopleSoft.

• Candidate must be able to evaluate configuration options to leverage PeopleSoft-delivered functionality, identify required customizations to PeopleSoft HCM to meet business requirements, and document business processes and requirements.

• Excellent communication skills are essential.

• Must be able to handle multiple assignments based on directed priorities.

• PeopleSoft Certifications are highly desirable.
