Develop an IT Roadmap for the modernization of service delivery to include the preparation of an IT evaluation that aligns current IT initiatives with the needs of the Iowa College Student Aid Commission.

The effort includes aligning current IT systems with research, federal grant administration, state scholarship and grant delivery, and other administrative needs.

This effort includes evaluating the current technology infrastructure and business processes that support the Iowa College Student Aid Commission including:

•Recommending short and long term initiatives and solutions;

•Analyzing and recommending available technologies;

•Analyzing technologies, development, and tools integration efforts to support agency goals;

•Integrating Excel spreadsheet processes into the overall system;

•Reviewing and analyzing the use of shared computer drives;

•Developing a detailed project plan to accomplish IT Roadmap implementation; and

•Recommending staffing needs to accomplish the IT Roadmap implementation.

The plan will be provided to the Executive Director and Commissioners and shared with the state’s Office of the Chief Information Officer (OCIO).

This position will work directly with staff and management and will be responsible for Technology and Process Re-engineering planning.

Role Requirements

•PMP certification or other project management certification.

•Proven track record in planning, building, and launching successful software development projects.

•Demonstrated understanding of IT communications, networking, data, and infrastructure components, including designing architecture for organizations on an enterprise level.

•Good client relationship and management skills; able to relate and interface easily with staff and upper level decision makers.

•Microsoft network and support technologies.

•Experience in information technology implementations to include the development of requirements and design,

evaluation and recommendation of available technologies, and managing installation and deployment of supporting applications and technologies.

•Experience in re-engineering workflow and automated processes to support centralized processing centers.

•In-depth understanding of IT tools with special emphasis on Salesforce, frameworks, languages, techniques,

methods, and policies. Experience with analyzing and recommending commercially available technology solutions.

•Proficient in providing strategic consultation direction during high-level executive briefings with management and board members.

•Experience with data research analysis software and the ability to analyze research techniques and structure.
