Provide leadership to IT Specialists who render support for system analysis, system design, software engineering, test management, system integration testing (SIT), project management, release management, and configuration management functions.

Participates in the work of the team, trains, coaches and facilitates the application of problem solving techniques, and assists team in identifying solutions, priorities in and organizing to accomplish the work.

Analyzes functional and technical requirements of proposed or existing system changes to determine avenues of development or modification necessary to meet mission objectives.

Participates in systems requirement reviews and coordinates with customer and technical personnel to clarify requirements. Prepares system change/programming specifications and specifies programming instructions.

Identifies alternative approaches to the design of current or proposed systems. Identifies how system modifications or new systems or subsystems affect current systems.
