Worked as Project Controls Manager and Project Manager on the PCO North Oil Program consisting of engineering, procurement, construction and project controls team; on the Iraq reconstruction efforts consisting of $500 million, 22 task orders and 70 projects. Managed US Government Contract amendments/modifications, coordinated with engineering, procurement, contract administration and construction personnel (Iraqi and US expatriate type personnel), worked as Project Manager on Camp expansion, operations and maintenance type projects. Worked with management, USACE, US Government and PCO to coordinate, manage and accomplish completion of 70 projects successfully.

Worked for Caltrain on a construction management team, for a railroad project upgrade, totaling $75 million including rail, platforms, buildings, bridges and utilities. Managed cost control, estimating (all disciplines), change control and analyzed scheduling issues. Coordinated engineering with construction for civil/structural, utilities, signal, communications, electrical and buildings. Evaluated change order for scope of work additions and changes. Evaluated installations versus specification and drawing requirements. Reviewed Request For Information (RFI’s) for effect on construction installation and cost impacts.

Performed conceptual through detailed construction estimates on six different buildings and parking structures. Prepared estimates for all disciplines including building systems, such as mechanical/HVAC, piping/plumbing, and electrical. Discussed numerous alternatives with client, engineering and construction.

Prepared estimates, especially during the construction phase while analyzing design, field, and client changes. Performed contract negotiations on change orders with the prime contractors and made final reconciling change orders to close out their contracts. This included an extensive review and resolution of a number of claims, saving the airport millions of dollars.

Worked on $350 million Clean Fuels Project, including a Fluid Catalytic Cracking Unit upgrade at the Chevron Refinery in Richmond, California. Set-up and maintained project cost control and schedules for the project expansion and the shutdown phase. Worked with all Subcontractors (S/C’s) in order to set priorities, and forecast costs based on their scope of work. Met with all S/C’s on a weekly basis to go over manpower, priorities, schedules, and progress and cost issues.

Also worked on a Fab building for SHA, a Japanese client who manufactured semi-conductor wafers. This building included clean rooms, storage, utilities, and robotics. This $250 million dollar facility was constructed in Vancouver, Washington. Completed a conceptual estimate from conceptual drawings, scope of work narratives, single line diagrams, and sketches from other disciplines. Wrote monthly reports and analyzed the project on an ongoing basis.

Worked as a Project Controls Manager on a $1 billion international project in New Zealand, on a Natural Gas to Gasoline (Synthetic Fuels) type project. We saved our client over $100 million by under-running the budget and completed the project on schedule. We used in-country subcontractors and sub consultants where possible. We also utilized pre-assembly units constructed in Japan to save money and reduce density at the job site and improved construction productivity.

Worked on Oil Refinery projects in the S.F. Bay Area for Shell Oil, Unocal, Tosco and Chevron for 5 years on several unit upgrades, including Marine Vapor Recovery, Catalytic Cracker, Sulfur units, utility upgrades and shut downs.

Work as assistant Project Controls Manager of the Project Controls Department for two years, working on proposals, staffing, overhead budgets and operating plans. Staffed projects with project control personnel (cost control, scheduling and estimating) and made sure project control procedures were being adhered to.

As Senior Project Cost Engineer, supervised cost control and estimating personnel; prepared monthly and internal management reports. Responsible for cost reports including commitment and expenditure, cost comparison and quarterly cash flow reports. Prepared forecasts/estimates of construction, materials and engineering costs. Responsible for change orders, variances from budgets, productivity and progress curves. Wrote cost control procedures; recruited cost engineering and estimating personnel and held cost control and estimating seminars for internal training and client presentations.
