Consulting Director of Program Control and Scheduling - Crane Technical Services, Silver Springs, MD. (January 2003 to present)

The initial client organization for CTS was the Office of the Secretary of Defense (OSD), Business Transformation Agency (BTA). Developed and implemented the state-of-the art Microsoft Project Enterprise Project Solution (EPMS), utilizing MS Project professional, MS Server and MS Web Access. The objective has been to track and monitor the BTA Integrated Master Schedule (an IT development schedule), providing high, mid and functional level status reporting, risk tracking, variance reporting and analysis, resource tracking, executive at-a-glance status of high level milestones, at-a glance view of the overall health of the entire project via the use of executive dashboards and more. The BTA EPMS provides project managers the ability to change and update their schedules via the Internet and sends out status updates to team members automatically, and much more.

As Senior Program Scheduler for Freddie Mac, efforts were implemented to develop

An Enterprise Project Management System (EPMS) utilizing Microsoft Project Enterprise Management Solution for on going and new start IT development projects. Templates were created utilizing Freddie Mac’s tailored SDLC. Standardized templates were designed for consistency and formatting. Also standard reports were created for each level of reporting, from the Vice President of Freddie Mac and through out the entire organization. A helpdesk was also established to assist Project Managers with the tool.

The current client organization is the Department of Defense (DOD) Missile Defense Agency (MDA). As the Senior Program Scheduler assigned to the BRAC Relocation Program, my duties have been to create and baseline The BRAC Integrated Master Schedule (IMS) for all functional project elements of the BRAC Program, define the update process/ procedures for all BRAC Functional Managers, and define standard IMS reporting for the BRAC Program Management levels, as well as MDA executives. Ad-hoc reporting is available upon request.

Manager of Program Control and Scheduling – Stewart Consulting Group, Alexandria, VA (January 1998 to January 2003)

 

The initial client organization was the Veterans Administration (VA). Project management, planning and schedule analysis of IT hardware and software development/ upgrade project are currently in effect; including, the development of new project organizations within the VA. Various Project Management Institute (PMI) management techniques and methodologies have been employed to develop, track and monitor the diverse projects. Primavera Teamplay is the scheduling software used to provide schedule/ resource analysis and reporting to all levels of the VA organizations across the United States.

 

Under the client Naval Sea Command, Code PMS 312., projects included project management, development and implementation of Critical Path Management (CPM) Schedule/Program Level Control Systems to track and monitor, engineering life cycle development activities for various IT and CVN/CVX Nuclear Aircraft Carrier Programs. Consulting positions included high level analysis reporting and high level management meeting interface in pursuit of time effective and cost effective development of project/program milestones and high level programmatic objectives. The position includes high level management status reporting and work around solutions to IT life cycle development and resource allocations.

 

Assistant Program Manager (Consultant) – Bell Atlantic Network Integration, Crystal City, VA (February 1997 to January 1998)

 

Developed and implemented a program control system to track and monitor project development of an integrated computer system and telecommunication upgrade projects for a private industry client organization. Program status and resource analyses were presented to upper level management on a weekly basis via status review/analysis.

Provided schedule development and analysis for various simple cycle and full cycle power plant development projects. Schedule development and analysis includes; tracking civil and mechanical engineering development, construction, transportation, delivery, site test and site preparation tracking.

Senior Program Planner – TRW, Inc. Fairfax, VA, Client: Internal Revenue Services (IRS) – Tax System Modernization (TSM) Program (August 1992 to January 1995)

 

Responsible for development and maintenance of the TSM Integrated Project Schedule (IPS) and Resource System. Scheduling lead in the development of forty project schedules and plans that comprise the IPS System. The IPS is a project control/scheduling/management toll that captures the identified deliverables/work products/milestones and interrelationships (dependencies and sequence of activities) of projects and support functions. This data is compared against the TSM business vision. Differences between the TSM business vision and the program/project areas current status are then analyzed. This information is then provided to program executives and program/project managers to make timely planning decisions. Duties also include schedule development for the Integrated Case Processing (ICP) Program. Life cycle planning, Work breakdown Structure (WBS) development, and schedule maintenance procedures development are also included in the ICP tasking.

 

Senior Project Analyst – Robbins Gioia, Inc., Alexandria, VA Client: Department of Defense (DOD) – Pentagon (May 1991 to February 1992)

 

Developed and implemented automated project control systems. Developed time and resource estimates for client programs. Pro analysis of the detailed activity/milestone schedule for projects, including critical-path activity networks and work breakdown for clients such as the Air Force’s 7th Communication Group. Provided technical assistance in the development, maintenance and updating of precedence networks used to manage the conversion and implementation of multiple work packages. Provided written and oral analysis, including tabular and graphic reports depicting cost and schedule status, to middle and senior level mangers. Developed and maintained project architecture to include user-friendly menus, data integrity and quality control test and quality control assurance. Coordinated the design development and testing of the database used to support client’s communications group employees.
